WHEREAS,
May
8,
2014,
marks
the
centennial
of
the
5
signing
of
the
Smith-Lever
Act,
which
established
6
Cooperative
Extension,
the
nationwide
transformational
7
education
system
operating
through
land-grant
8
universities
in
partnership
with
federal,
state,
and
9
local
governments;
and
10
WHEREAS,
Seaman
A.
Knapp,
the
second
president
of
11
Iowa’s
agricultural
college,
now
Iowa
State
University,
12
is
credited
as
the
father
of
the
early
extension
13
movement;
and
14
WHEREAS,
Iowa
State
University
Extension
and
15
Outreach
has
been
making
a
difference
in
the
lives
of
16
Iowans
for
well
over
100
years;
and
17
WHEREAS,
in
1903,
Sioux
County
farmers
and
Iowa
18
State
University
established
the
basis
for
agricultural
19
cooperative
extension
work,
continuing
today
through
20
Agriculture
and
Natural
Resources
Extension
and
21

Outreach;
and

WHEREAS,
Iowa
counties
began
organizing
for

extension
work
in
1912,
and
today
elected
extension
3
councils
in
every
county
partner
with
Iowa
State

University
Extension
and
Outreach
to
bring

research-based
education
to
their
citizens;
and
6
WHEREAS,
in
1916
Black
Hawk
County
hired
Iowa’s
7
first
extension
home
demonstration
agent,
the
8
predecessor
to
today’s
specialists
in
Human
Sciences
9
Extension
and
Outreach;
and
10
WHEREAS,
by
the
1970s,
programs
in
community
11
resource
development,
now
Community
and
Economic
12
Development,
had
become
an
integral
part
of
Iowa
State
13
University
Extension
and
Outreach;
and
14
WHEREAS,
4-H,
the
youth
program
of
Cooperative
15
Extension
nationwide,
traces
its
beginnings
in
Iowa
to
16

County
and
the
work
of
Jessie
Field
Shambaugh,
and
17
today
4-H
Youth
Development
reaches
one
in
five
Iowa
18
school-age
youth;
and
19
WHEREAS,
extension
and
outreach
educational
programs
20
are
focused
on
feeding
people,
keeping
them
healthy,
21
helping
their
communities
to
prosper
and
thrive,
and
22
turning
the
world
over
to
the
next
generation
in
better
23
shape
than
we
found
it;
NOW
THEREFORE,

BE
IT
RESOLVED
BY
THE
SENATE,
that
the
Senate
25
encourages
the
people
of
Iowa
to
observe
and
celebrate
26
the
centennial
of
the
Smith-Lever
Act
with
a
focus
on
27
continuing
an
innovative
and
sustainable
future
for
28
extension
education
in
Iowa
and
nationally;
and
29
BE
IT
FURTHER
RESOLVED,
That
the
Senate
thanks
Iowa

who

provide
thousands
of
hours
to
promote
excellence
for

4-H,
master
gardeners,
and
other
programs

RESOLVED,
That
the
Senate
honors
the

Iowa
State
University
faculty
and
Iowa
State
University
6
Extension
and
Outreach
educators
throughout
the
7
state
who
dedicate
their
careers
to
providing
trusted
8
education
to
help
farmers,
families,
youth,
businesses,
9
and
communities
solve
problems,
develop
skills,
and
10
build
a
better
future.
