1.
Section
483A.10,
Code
2013,
is
amended
by
adding
1
the
following
new
subsection:

SUBSECTION
.

Applications
for
licenses
issued

pursuant
to
this
chapter
shall
allow
an
applicant
to
subscribe
4
to
the
automated
electronic
mail
notification
system
maintained
5
within
the
missing
person
information
clearinghouse
pursuant
to
6
section
694.10,
subsection
2,
paragraph
ālā
,
and
to
designate
7
the
counties
or
zip
code
areas
for
which
the
applicant
wishes
8
to
receive
notice.
At
least
monthly,
the
department
shall
9
transmit
to
the
missing
person
information
clearinghouse
10
updated
subscriber
information.

Sec.
2.
Section
694.10,
subsection
2,
Code
2013,
is
amended
12
by
adding
the
following
new
paragraph:

NEW
PARAGRAPH
.
l.
Maintain
an
automated
electronic
mail
14
notification
system
to
notify
system
subscribers
immediately,
15
free
of
charge,
when
a
complaint
of
a
missing
person
has
been
16
filed
pursuant
to
this
chapter
and
the
missing
person
is
a
17
child
who
is
under
the
age
of
eighteen
whose
temporary
or
18
permanent
residence
is
in
Iowa.
The
notification
given
to
19
the
subscribers
shall
contain
the
same
type
of
information
or
20
information
similar
to
that
contained
in
the
monthly
bulletins
21
distributed
pursuant
to
paragraph
āgā
.
The
geographic
radius
22
of
notification
shall
be
determined
by
the
department.
The
23
department
and
the
department
of
natural
resources
shall
24
collaborate
to
publicize
the
availability
of
the
system
to,
25
at
a
minimum,
persons
who
possess
or
who
apply
for
a
hunting
26
license
issued
pursuant
to
chapter
483A.

EXPLANATION
28
This
bill
directs
the
department
of
public
safety
to
29
maintain,
in
connection
with
the
missing
person
information
30
clearinghouse
established
by
the
department,
an
automated
31
electronic
mail
notification
system
to
notify
system
32
subscribers
immediately,
free
of
charge,
when
a
complaint
33
of
a
missing
person
has
been
filed
by
a
person
with
a
law
34
enforcement
agency
and
the
missing
person
is
a
child
under
the

of
18
whose
