S.F. 52 Section 1. Section 257.8, subsection 1, Code 2013, is 1 amended to read as follows: 2 1. State percent of growth. The state percent of growth 3 for the budget year beginning July 1, 2010, is two percent. 4 The state percent of growth for the budget year beginning July 5 1, 2012, is two percent. The state percent of growth for the 6 budget year beginning July 1, 2013, is four percent. The state 7 percent of growth for each subsequent budget year shall be 8 established by statute which shall be enacted within thirty 9 days of the submission in the year preceding the base year of 10 the governor’s budget under section 8.21 . The establishment of 11 the state percent of growth for a budget year shall be the only 12 subject matter of the bill which enacts the state percent of 13 growth for a budget year. 14 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 15 immediate importance, takes effect upon enactment. 16 Sec. 3. APPLICABILITY. This Act is applicable for computing 17 state aid under the state school foundation program for the 18 school budget year beginning July 1, 2013. 19 Sec. 4. CODE SECTION 257.8 —— IMPLEMENTATION. The 20 requirement of section 257.8, subsection 1, regarding the 21 enactment of the regular program state percent of growth within 22 thirty days of the submission in the year preceding the base 23 year of the governor’s budget does not apply to this Act. 24 EXPLANATION 25 This bill establishes a state percent of growth of 4 26 percent for purposes of the state school foundation program 27 for the school budget year beginning July 1, 2013. The bill 28 takes effect upon enactment and is applicable for state aid 29 computation under the state school foundation program for the 30 school budget year beginning July 1, 2013. 31 The bill provides that the requirement of Code section 257.8 32 regarding the timing of enactment of a state percent of growth 33 does not apply to the bill. 34 -1- LSB 1692SV (1) 85 md/sc 1/ 1
