S.F. 40 Section 1. NEW SECTION . 99F.4E Moratorium for issuance of 1 licenses for gambling games. 2 1. Commencing January 1, 2013, the commission shall not 3 issue a license to conduct gambling games on an excursion 4 gambling boat, gambling structure, or at a pari-mutuel 5 racetrack pursuant to this chapter. 6 2. This section does not affect the validity of a license 7 issued by the commission pursuant to this chapter before 8 January 1, 2013, or the authority of the commission to suspend, 9 revoke, transfer, or renew a license issued before January 1, 10 2013, pursuant to chapter 99D or this chapter. 11 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 12 immediate importance, takes effect upon enactment. 13 Sec. 3. RETROACTIVE APPLICABILITY. This Act applies 14 retroactively to January 1, 2013. 15 EXPLANATION 16 This bill establishes a moratorium preventing the racing 17 and gaming commission from issuing a new license to conduct 18 gambling games on an excursion gambling boat, gambling 19 structure, or at a pari-mutuel racetrack on and after 20 January 1, 2013.
