Section
1.
Section
321.190,
subsection
1,
paragraph
d,
Code
1
2013,
is
amended
to
read
as
follows:
2
d.
The
fee
for
a
nonoperator’s
identification
card
shall
3
be
five
eight
dollars
and
the
card
shall
be
valid
for
a
4
period
of
five
eight
years
from
the
date
of
issuance.
A
5
nonoperator’s
identification
card
shall
be
issued
without
6
expiration
to
anyone
age
seventy
or
over.
If
an
applicant
7
for
a
nonoperator’s
identification
card
is
a
foreign
national
8
who
is
temporarily
present
in
this
state,
the
nonoperator’s
9
identification
card
shall
be
issued
only
for
the
length
of
time
10
the
foreign
national
is
authorized
to
be
present
as
determined
11
by
the
department,
not
to
exceed
two
years.
An
issuance
fee
12
shall
not
be
charged
for
a
person
whose
driver’s
license
or
13
driving
privilege
has
been
suspended
under
section
321.210,
14
subsection
1
,
paragraph
“a”
,
subparagraph
(3)
,
or
voluntarily
15
surrendered
by
the
person
in
lieu
of
suspension
under
section
16
321.210,
subsection
1,
paragraph
“a”
.

Sec.
2.
Section
321.196,
subsection
1,
Code
2013,
is
amended
18
to
read
as
follows:

1.
Except
as
otherwise
provided,
if
the
licensee
is
between
20
the
ages
of
seventeen
years
eleven
months
and
seventy-two
years
21
on
the
date
of
issuance
of
the
license,
a
driver’s
license,
22
other
than
an
instruction
permit,
chauffeur’s
instruction
23
permit,
or
commercial
driver’s
instruction
permit
issued
under
24
section
321.180
,
expires
five
eight
years
from
the
licensee’s
25
birthday
anniversary
occurring
in
the
year
of
issuance
if
the
26
licensee
is
between
the
ages
of
seventeen
years
eleven
months
27
and
seventy
years
on
the
date
of
issuance
of
the
license
,
but
28
not
to
exceed
the
licensee’s
seventy-fourth
birthday
.
If
the
29
licensee
is
under
the
age
of
seventeen
years
eleven
months
or
30
age
seventy
seventy-two
or
over,
the
license
is
effective
for
a
31
period
of
two
years
from
the
licensee’s
birthday
anniversary
32
occurring
in
the
year
of
issuance.
A
licensee
whose
license
is
33
restricted
due
to
vision
or
other
physical
deficiencies
may
be
34
required
to
renew
the
license
every
two
years.
If
a
licensee

foreign
national
who
is

state,

the
license
shall
be
issued
only
for
the

the

foreign
national

Sec.
3.
EMERGENCY
RULES.
The
department
of
transportation
5
may
adopt
emergency
rules
under
section
17A.4,
subsection
3,
6
and
section
17A.5,
subsection
2,
paragraph
“b”,
to
implement
7
section
321.190,
subsection
1,
paragraph
“d”,
as
amended
in
8
this
Act,
and
section
321.196,
subsection
1,
as
amended
in
9
this
Act,
and
the
rules
shall
be
effective
immediately
upon
10
filing
unless
a
later
date
is
specified
in
the
rules.
Any
11
rules
adopted
in
accordance
with
this
section
shall
also
be
12
published
as
a
notice
of
intended
action
as
provided
in
section
13
17A.4.
The
rules
established
under
this
authority
may
provide
14
for
a
transition
from
five-year
to
eight-year
renewal
periods
15
for
driver’s
licenses
and
nonoperator’s
identification
cards.

During
the
transition,
the
department
may
issue
driver’s
17
licenses
and
nonoperator’s
identification
cards
valid
for
18
periods
of
five,
six,
seven,
or
eight
years
to
equalize
renewal
19
periods
and
applicants
over
succeeding
years.

Sec.
4.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
21
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
23
This
bill
concerns
the
period
of
validity
of
driver’s
24
licenses
and
nonoperator’s
identification
cards
issued
by
the
25
department
of
transportation.
26
The
bill
amends
Code
section
321.190
to
extend
the
validity
27
of
nonoperator’s
identification
cards
from
five
years
to
28
eight
years,
with
a
corresponding
fee
increase
from
$5
to
29
$8.
The
bill
provides
for
the
issuance
of
a
nonoperator’s
30
identification
card
without
fee
to
a
person
whose
driver’s
31
license
is
voluntarily
surrendered
due
to
the
person’s
32
physical
or
mental
inability
to
drive.
In
addition,
the
33
current
provision
that
provides
for
issuance
of
a
nonexpiring
34
nonoperator’s
identification
card
to
a
person
age
70
or
over
35

stricken.

Code
section
321.196
is
amended
to
extend
the
validity
of
a

driver’s
license
from
five
years
to
eight
years
for
licenses

issued
to
persons
between
the
ages
of
17
years,
11
months,
and
4
72
years,
but
not
beyond
the
person’s
74th
birthday.
Pursuant
5
to
current
law,
the
fee
for
a
driver’s
license
is
based
on
the
6
years
of
validity;
that
does
not
change
under
the
bill.

The
department
is
authorized
to
adopt
emergency
rules
to
8
implement
the
driver’s
license
and
nonoperator’s
identification
9
card
renewal
provisions
and
to
provide
for
a
transition
from
10
five-year
to
eight-year
renewal
periods.
The
bill
takes
effect
11
upon
enactment.
