S.F. 337 Section 1. Section 256.9, Code 2013, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 63. In coordination with the department 3 of public health and stakeholders, including but not limited 4 to mental health professionals, school administrators, school 5 nurses, and guidance counselors, select qualified programs for 6 the training of school personnel on suicide prevention and 7 trauma-informed care as required by section 272.2, subsection 8 19. 9 Sec. 2. Section 272.2, Code 2013, is amended by adding the 10 following new subsection: 11 NEW SUBSECTION . 19. Adopt rules requiring individuals 12 applying for renewal of a license, certificate, authorization, 13 or statement of recognition issued by the board who provide a 14 service to students to undergo training on suicide prevention 15 and trauma-informed care prior to each renewal. For purposes 16 of this subsection, “trauma-informed care” means services 17 that are based on an understanding of the vulnerabilities 18 and triggers of individuals who have experienced trauma, 19 recognize the role trauma has played in the lives of those 20 individuals, recognize the presence of trauma symptoms and 21 their onset, are supportive of trauma recovery, and avoid 22 further traumatization. 23 EXPLANATION 24 This bill requires the board of educational examiners 25 to adopt rules requiring individuals applying for renewal 26 of a license, certificate, authorization, or statement 27 of recognition issued by the board who provide a service 28 to students to undergo training on suicide prevention and 29 trauma-informed care prior to each renewal. The requirement 30 applies each time an individual seeks renewal. 31 The bill requires the director of the department of 32 education, in coordination with the department of public 33 health and stakeholders, including but not limited to mental 34 health professionals, school administrators, school nurses, 35 -1- LSB 2081SV (2) 85 je/sc 1/ 2
