S.F. 307 Section 1. WATER USAGE —— APPROPRIATION. There is 1 appropriated from the general fund of the state to the 2 department of natural resources for the fiscal year beginning 3 July 1, 2013, and ending June 30, 2014, the following amount, 4 or so much thereof as is necessary, to be used for the purposes 5 designated: 6 1. For measurement of water levels in the existing aquifer 7 monitoring well system to allow for creating new and updating 8 existing models utilizing groundwater level monitoring, and for 9 the analysis and dissemination of such information using an 10 internet-based system: 11 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 85,000 12 2. The department shall obtain short-term and long-term 24 water conservation plans for the ten-year period beginning 25 July 1, 2013, from all permitted users, excluding storage 26 allocations. The department shall require regular periodic 27 updating of such plans. 28 b. For purposes of this subsection, the department 29 shall collaborate with other state agencies and appropriate 30 statewide professional organizations. Collaboration shall 31 include contracting for services with statewide professional 32 organizations if deemed appropriate by the department. 33 4. The Iowa flood center shall select the sites and 6 deploy the instruments in coordination with Iowa state 7 university of science and technology. 8 5. For the maintenance of a network of hydrologic monitoring 9 stations and for the maintenance of an electronic system for 10 making the information from that system available in real time: 11 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 75,000 12 The Iowa flood center shall maintain the database and the 13 instruments. 14 EXPLANATION 15 This bill relates to water usage. 16 The bill makes appropriations from the general fund of the 17 state to the department of natural resources for FY 2013-2014 18 for the following purposes: 19 1. For measurement of water levels in the existing aquifer 20 monitoring well system. 21 2. For production of enhanced mapping of groundwater 22 sources, to enable water users to track the status of water 23 table levels, and to provide an early warning system for water 24 supply problems. 25 3. To provide technical assistance for drought and water 26 conservation planning. 27 4. For the installation of a network of hydrologic 28 monitoring stations capable of collecting weather data, 29 multi-level soil moisture data, and shallow groundwater level 30 information. 31 5.
