S.F. 245 Section 1. Section 455B.199, subsection 6, Code 2013, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . g. Practices related to water quality or 3 water quality protection that are included in a field office 4 technical guide published by the natural resources conservation 5 service of the United States department of agriculture or are 6 included in the Iowa stormwater management manual published by 7 the department of natural resources. 8 Sec. 2. Section 455B.199, subsection 7, paragraph b, Code 9 2013, is amended to read as follows: 10 b. Parking lots , unless a parking lot is constructed in a 11 manner to improve water quality and construction is consistent 12 with a field office technical guide published by the natural 13 resources conservation service of the United States department 14 of agriculture or the Iowa stormwater management manual 15 published by the department of natural resources . 16 EXPLANATION 17 This bill relates to sponsor projects under the water 18 resource restoration sponsor program. 19 Under the water resource restoration sponsor program, 20 there is a nonexclusive list of certain types of permissible 21 projects. The bill adds as a permissible type of project a 22 project that includes practices related to water quality or 23 water quality protection that are included in a field office 24 technical guide published by the natural resources conservation 25 service of the United States department of agriculture or are 26 included in the Iowa stormwater management manual published by 27 the department of natural resources. 28 Under the water resource restoration sponsor program, 29 certain types of projects are prohibited including projects 30 involving parking lots. The bill amends the parking lot 31 prohibition to allow parking lot projects when the parking 32 lot is constructed in a manner to improve water quality and 33 construction is consistent with a field office technical guide 34 published by the natural resources conservation service of the 35 -1- LSB 2232SS (3) 85 tm/nh 1/ 2
