administration

law,
voter
registration
closes
at

p.m.

days
prior
to
a
general
or
primary
election
and

days

prior
to
all
other
elections.
The
bill
requires
that
voter
22
registration
close
11
days
prior
to
primary
elections.

Relating
to
completed
absentee
ballots
mailed
to
the
24
commissioner,
the
bill
provides
that
in
order
for
an
absentee
25
ballot
to
be
counted,
the
return
envelope
must
be
received
26
in
the
commissioner’s
office
by
5:00
p.m.
on
the
day
after
27
the
election.
Under
current
law,
in
order
to
be
counted,

the
absentee
ballot
must
be
received
before
the
polls

election

or
must
be

to

enclosed
in

envelope,

of
which
are
then
required
to
be

a
third
envelope

be
sent
to
the
registered
voter

requesting
an
absentee
ballot.

The
bill
allows
for
an
affidavit
to
be
marked
on
the
return

envelope.
If
a
return
envelope
marked
with
the
affidavit

used,
absentee
ballots
mailed
to
a
voter
are
required
to

be
enclosed

the
unsealed
return
envelope
marked
with
the

affidavit
which
is
required
to
be
enclosed

second
envelope

be

The
bill
allows
a
county
commissioner
of
elections
to

continue
sending
absentee
ballots
as
provided
under
current
law

to
send

envelope

the

bill
makes
additional
conforming

also
repeals
Code
section
53.14
which
requires
that

affidavit
designate

voter’s
party
affiliation
