S.F. 2286 Section 1. FINE ARTS STANDARDS TASK FORCE. 1 1. A fine arts standards task force is established to 2 review and make recommendations relating to the inclusion of 3 fine arts in the statewide academic standards for students in 4 kindergarten through grade twelve, including but not limited 5 to music, visual art, drama and theater, and other fine and 6 applied arts. 7 a. The task force shall consist of nine members who shall 8 be appointed by the director of the department of education as 9 follows: 10 (1) One member from nominees submitted by an organization 11 representing the boards of Iowa school districts. 12 (2) One member from nominees submitted by an organization 13 representing Iowa school administrators. 14 (3) One member from nominees submitted by the largest 15 statewide certified employee organization representing Iowa 16 teachers. 17 (4) One member representing the department of education. 18 (5) One member representing arts education organizations. 19 (6) One member representing approved practitioner 20 preparation programs. 21 (7) One member representing the team responsible for 22 writing the fine arts alignment with the Iowa core universal 23 constructs documents. 24 (8) One member of the business community. 25 (9) One member representing the general public. 26 b. The member representing the department of education 27 shall convene the initial meeting, at which the members shall 28 elect a chairperson. Administrative support and staffing 29 for the task force shall be provided by the department of 30 education. 31 2. The task force shall submit its findings and 32 recommendations in a report to the state board of education, 33 the governor, and the general assembly by January 15, 2015. 34 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 35 -1- LSB 5316SV (2) 85 kh/rj 1/ 2
S.F. 2286 immediate importance, takes effect upon enactment. 1 EXPLANATION 2 The inclusion of this explanation does not constitute agreement with 3 the explanation’s substance by the members of the general assembly. 4 This bill establishes a fine arts standards task force to 5 review and make recommendations relating to the inclusion of 6 fine arts in the statewide academic standards for students 7 in kindergarten through grade 12, including but not limited 8 to music, visual art, drama and theater, and other fine and 9 applied arts. 10 The task force shall consist of nine members who shall be 11 appointed by the director of the department of education to 12 represent the boards of Iowa school districts, an organization 13 representing Iowa school administrators, the largest statewide 14 certified employee organization representing Iowa teachers, the 15 department, arts education organizations, approved practitioner 16 preparation programs, the team responsible for writing the 17 fine arts alignment with the Iowa core universal constructs 18 documents, the business community, and the general public. 19 Administrative support and staffing for the task force shall 20 be provided by the department. 21 The task force shall submit its findings and recommendations 22 in a report to the state board of education, the governor, and 23 the general assembly by January 15, 2015. 24 The bill takes effect upon enactment. 25 -2- LSB 5316SV (2) 85 kh/rj 2/ 2
