S.F. 2258 Section 1. Section 256.9, Code 2014, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 65. a. Develop and implement a voluntary 3 program to recognize school districts and accredited nonpublic 4 schools that participate in programs that promote financial 5 literacy for high school students and that have the following 6 characteristics: 7 (1) Alignment with the state’s core curriculum and core 8 content requirements and standards and standards developed 9 by the United States department of the treasury, financial 10 literacy and education commission. 11 (2) Capability for implementation without additional 12 teacher training or cost to students or school districts or 13 schools. 14 (3) Capability for implementation using both existing 15 instructional time or time outside of the school day. 16 (4) Capability for implementation as both a new curriculum 17 component or as a complement to existing curriculum components. 18 (5) Inclusion of a money management system for students. 19 (6) Inclusion of curriculum and supporting materials that 20 can be personalized for students and that were developed 21 through partnerships with financial literacy experts in the 22 public, private, or nonprofit sectors. 23 (7) Inclusion of newsletters that provide families with 24 weekly savings information and the opportunity to participate 25 in their children’s activities in the program. 26 (8) Education of students in areas of financial literacy 27 including but not limited to the following: 28 (a) Spending on necessities versus spending on 29 discretionary matters. 30 (b) Creating a budget and spending goals. 31 (c) Banking and personal finance. 32 (d) Paying monthly bills and managing expenses on a set 33 salary. 34 (e) Borrowing and use of credit cards. 35 -1- LSB 5997SV (1) 85 je/sc 1/ 2
S.F. 2258 (f) Understanding financial aid and college expenses. 1 (g) Career planning. 2 b. The governor or the department shall annually recognize 3 school districts or schools in the state that demonstrate that 4 ninety percent of their enrolled students in grade twelve have 5 completed an assessment based on the program developed and 6 implemented pursuant to paragraph a” with at least an eighty 7 percent competency level. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill directs the director of the department of 12 education to develop and implement a voluntary program to 13 recognize school districts and accredited nonpublic schools 14 that participate in programs that promote financial literacy 15 for high school students and that have characteristics 16 specified in the bill. Such characteristics include alignment 17 with the state’s core curriculum and core content requirements 18 and standards and standards developed by the United States 19 department of the treasury, financial literacy and education 20 commission; capability for implementation without additional 21 teacher training or cost to students or school districts or 22 schools; capability for implementation using both existing 23 instructional time or time outside of the school day; inclusion 24 of a money management system for students; and education of 25 students in certain areas of financial literacy. 26 The bill directs the governor or the department to annually 27 recognize school districts or schools in the state that 28 demonstrate that 90 percent of their enrolled students in grade 29 12 have completed an assessment based on the program developed 30 and implemented pursuant to the bill with at least an 80 31 percent competency level. 32 -2- LSB 5997SV (1) 85 je/sc 2/ 2
