S.F. 2248 Section 1. EMERALD ASH BORER ADVISORY COMMITTEE. 1 1. The department of natural resources, in cooperation 2 with the department of agriculture and land stewardship, 3 shall establish an emerald ash borer advisory committee for 4 the purpose of developing a statewide comprehensive plan to 5 address issues related to the emerald ash borer and how to best 6 assist rural landowners and municipalities in dealing with the 7 emerald ash borer and the aftereffects of its infestation. In 8 considering both the short-term and long-term opportunities 9 and solutions, the advisory committee shall review and analyze 10 relevant issues and make recommendations regarding the state’s 11 rural and urban ash tree resources including but not limited 12 to all of the following: 13 a. The current status of Iowa’s rural and urban ash tree 14 resources and any activities and programs related to managing 15 emerald ash borer impacts. 16 b. The economic, environmental, and societal value of 17 Iowa’s rural and urban ash tree resources. 18 c. The cost of damage to woodlands and trees from the 19 emerald ash borer. 20 d. The potential public safety threat posed by dead and 21 dying ash trees. 22 e. A review of the emerald ash borer invasive species 23 management challenges. 24 f. In consultation with landfill operators, energy utility 25 providers, and other related stakeholders, a review of wood 26 waste removal issues and potential solutions and uses for wood 27 waste. 28 g. A review of the emerald ash borer management strategies 29 of other midwestern states. 30 2. By November 14, 2014, the advisory committee shall 31 submit a final report with findings and recommendations to the 32 governor and the general assembly. 33 3. The following members of the task force shall be 1 appointed by the governor: 2 (1) One representative of the coalition for Iowa’s 3 woodlands and trees. 4 (2) One representative of the Iowa woodland owners 5 association. 6 (3) One representative of trees forever. 7 (4) One representative of the Iowa tree farm committee. 8 (5) One representative of the Iowa arborist association. 9 (6) One representative of the northeast Iowa forestry 10 advisory committee. 11 (7) One representative of the Iowa association of county 12 conservation boards. 13 (8) One representative of the Iowa farm bureau federation. 14 (9) One representative of the Iowa urban tree council. 15 (10) One representative of the Iowa chapter of the society 16 of American foresters. 17 (11) One representative of the Iowa league of cities. 18 (12) One representative of the Iowa insurance institute. 19 (13) One representative of the Iowa nursery and landscape 20 association. 21 (14) Two representatives of wood products producers in 22 Iowa. 23 (15) One representative of the forestry consulting industry 24 in Iowa. 25 (16) One representative of the Iowa utilities board. 26 (17) One representative of municipal foresters in Iowa. 27 (18) One representative of a bio-energy project from the 28 university of Iowa. 29 (19) One representative of the Iowa chapter of the American 30 public works association. 31 (20) One representative of the Iowa society of solid waste 32 operations. 33 b. S.F. 2248 c. The director of the department of natural resources or 1 the director’s designee. 2 d. The secretary of agriculture or the secretary’s 3 designee. 4 e. Two ex officio members of each house of the general 5 assembly. One member each shall be selected by the majority 6 leader of the senate and by the minority leader of the senate, 7 and one member each shall be selected by the speaker of the 8 house of representatives and by the minority leader of the 9 house of representatives. Members of the general assembly 10 shall be entitled to receive per diem and necessary travel and 11 actual expenses pursuant to section 2.10, subsection 5, while 12 carrying out their official duties as members of the advisory 13 committee. 14 4. The director of the department of natural resources, or 15 the director’s designee, and the secretary of agriculture, or 16 the secretary’s designee, shall serve as co-chairpersons of the 17 advisory committee. 18 Sec. 2. EMERALD ASH BORER INTERIM STUDY COMMITTEE. The 19 legislative council is requested to establish an interim 20 study committee, composed of members of the senate and house 21 of representatives, to meet during the 2014 interim, to 22 review the report submitted by the emerald ash borer advisory 23 committee. The study committee shall present its findings and 24 recommendations in a report to the 2015 session of the general 25 assembly. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill relates to management of the emerald ash borer. 30 The bill requires the department of natural resources, 31 in cooperation with the department of agriculture and land 32 stewardship, to establish an emerald ash borer advisory 33 committee for the purpose of developing a statewide 34 comprehensive plan to address issues related to the emerald 35 -3- LSB 5780SV (2) 85 tm/rj 3/ 4
S.F. 2248 ash borer and how to best assist rural landowners and 1 municipalities in dealing with the emerald ash borer and 2 the aftereffects of its infestation. The membership of the 3 advisory committee is specified. The advisory committee 4 is required to submit a final report with findings and 5 recommendations to the governor and the general assembly by 6 November 14, 2014. 7 The bill requests the legislative council to establish an 8 interim study committee, composed of members of the senate and 9 house of representatives, to meet during the 2014 interim, to 10 review the report submitted by the emerald ash borer advisory 11 committee. 12 -4- LSB 5780SV (2) 85 tm/rj 4/ 4
