S.F. 222 Section 1. EARLY HEAD START PROJECTS. There is appropriated 1 from the general fund of the state to the department of 2 education for the fiscal year beginning July 1, 2013, and 3 ending June 30, 2014, the following amount, or so much thereof 4 as is necessary, to be used for the purposes designated: 5 For early head start projects: 6 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 800,000 7 The moneys appropriated in this section shall be used for 8 implementation and expansion of early head start pilot projects 9 addressing the comprehensive cognitive, social, emotional, 10 and developmental needs of children from birth to age three, 11 including prenatal support for qualified families. The 12 projects shall promote healthy prenatal outcomes and healthy 13 family functioning, and strengthen the development of infants 14 and toddlers in low-income families. Priority shall be given 15 to those organizations that have previously qualified for 16 and received state funding to administer an early head start 17 project. 18 EXPLANATION 19 This bill makes an appropriation for FY 2013-2014 to the 20 department of education for implementation and expansion of 21 early head start projects. The projects are part of a national 22 effort to promote healthy prenatal outcomes and healthy family 23 functioning, and strengthen the development of infants and 24 toddlers in low-income families. 25 -1- LSB 2112XS (2) 85 jp/nh 1/ 1
