1.
NEW
SECTION
.

Electronic
weapons
——
1
training
course.
2
1.
The
academy
shall
develop
training
standards
for
the
use
3
of
electronic
weapons,
including
stun
guns
and
tasers,
by
law
4
enforcement
agencies
throughout
the
state.
5
2.
The
training
standards
shall
include
the
completion
6
of
an
electronic
weapons
safety
course
by
peace
officers
and
7
jailers
prior
to
the
use
of
electronic
weapons.
The
electronic
8
weapons
safety
course
shall
include
but
is
not
limited
to
the
9
following:
10
a.
Developing
a
basic
knowledge
and
understanding
of
11
electronic
weapons
that
encompasses
their
use,
storage,
and
12
maintenance.
13
b.
Diagnosing
malfunctions.
14
c.
Identifying
conditions
and
circumstances
where
the
use
of
15
electronic
weapons
is
appropriate
or
inappropriate.
16
d.
Identifying
persons
whose
health
may
be
severely
impacted
17
by
the
use
of
electronic
weapons.

3.
The
training
standards
shall
also
require
law
19
enforcement
agencies
to
do
the
following:
20
a.
Conduct
an
annual
review
relating
to
the
use
of
21
electronic
weapons
within
the
agency.
22
b.
Retrain
peace
officers
and
jailers
as
new
electronic
23
weapons
are
purchased
or
as
new
techniques
are
developed.

c.
Develop
and
adopt
agency
policies
relating
to
the
use
of
25
electronic
weapons.

4.
The
academy
shall
adopt
rules
to
administer
this
section.

Sec.
2.
IMPLEMENTATION
OF
ACT.
Section
25B.2,
subsection
28
3,
shall
not
apply
to
this
Act.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
Iowa
law
enforcement
academy
to
33
develop
training
standards
for
the
use
of
electronic
weapons,

including
stun
guns
and
tasers,
by
law
enforcement
agencies

Under
the
bill,
the
training
standards
shall
include
2
the
completion
of
an
electronics
weapons
safety
course
by
3

and
jailers

the
use
of
such
weapons.

The

weapons

course
shall
include
the

following:
developing
a
basic
knowledge
and
understanding

the
weapons

The
training
standards
under
the
bill
shall
also
require
law
12
enforcement
agencies
to
do
the
following:

an

the

weapons

and
jailers
as
new
electronic

weapons
are
purchased
or
as
new
techniques
are
developed,

and
adopt
agency
policies
relating
to
the
use

The
bill
may
include
a
state
mandate
as
defined
in
Code
19
section
25B.3.
The
bill
makes
inapplicable
Code
section
25B.2,
20
subsection
3,
which
would
relieve
a
political
subdivision
from
21
complying
with
a
state
mandate
if
funding
for
the
cost
of
22
the
state
mandate
is
not
provided
or
specified.
Therefore,
23
political
subdivisions
are
required
to
comply
with
any
state
24
mandate
included
in
the
bill.
