S.F. 2159 Section 1. WOODLAND HEALTH ADVISORY COMMITTEE. 1 1. The department of natural resources, in cooperation 2 with the department of agriculture and land stewardship, shall 3 establish a woodland health advisory committee for the purpose 4 of developing a statewide comprehensive plan to determine how 5 to best maintain healthy, sustainable, growing, and diverse 6 rural and urban woodlands and trees in the state and how to 7 best assist rural landowners and municipalities in dealing with 8 forest and tree-related exotic invasive insects, pathogens, and 9 plants and to maintain and enhance the economic, environmental, 10 and societal benefits of woodland and tree resources for all 11 Iowans. In considering both the short-term and long-term 12 opportunities and solutions, the advisory committee shall 13 review and analyze relevant issues and make recommendations 14 regarding the state’s rural and urban tree resources including 15 but not limited to all of the following: 16 a. The current status of Iowa rural and urban woodland and 17 tree resources and any management activities and programs. 18 b. The economic, environmental, and societal value of 19 Iowa’s woodland and tree resources. 20 c. The cost of damage to woodlands and trees from exotic 21 invasive insects, pathogens, and plants. 22 d. The potential public safety threat posed by dead and 23 dying urban trees. 24 e. A review of the emerald ash borer invasive species 25 management challenges and emerald ash borer programs of other 26 midwestern states. 27 2. By November 14, 2014, the advisory committee shall 28 submit a final report with findings and recommendations to the 29 governor and the general assembly. 30 3. The task force shall be composed of the following 31 members: 32 a. S.F. 2159 woodlands and trees. 1 (2) One representative of the Iowa woodland owners 2 association. 3 (3) One representative of trees forever. 4 (4) One representative of the Iowa tree farm committee. 5 (5) One representative of the Iowa arborist association. 6 (6) One representative of the northeast Iowa forestry 7 advisory committee. 8 (7) One representative of the Iowa association of county 9 conservation boards. 10 (8) One representative of the Iowa farm bureau federation. 11 (9) One representative of the Iowa urban tree council. 12 (10) One representative of the Iowa conservation alliance. 13 (11) One representative of the Iowa chapter of the ruffed 14 grouse society of America. 15 (12) One representative of the Iowa nut growers 16 association. 17 (13) One representative of the Iowa chapter of the wildlife 18 society. 19 (14) One representative of the Iowa chapter of the walnut 20 council. 21 (15) One representative of the Iowa society of American 22 foresters. 23 (16) One representative of the Iowa league of cities. 24 (17) One representative of the Iowa insurance institute. 25 (18) One representative of the Iowa chapter of the sierra 26 club. 27 (19) One representative of the Iowa environmental council. 28 (20) One representative of the Iowa nursery and landscape 29 association. 30 (21) Two representatives of wood products producers in 31 Iowa. 32 (22) One representative of the forestry consulting industry 33 in Iowa. 34 (23) One representative of the Iowa parks foundation. 35 -2- LSB 5780XS (3) 85 tm/rj 2/ 4
S.F. 2159 (24) One representative of the Iowa utilities board. 1 (25) One representative of municipal foresters in Iowa. 2 (26) One representative of the Iowa cooperative extension 3 service in agriculture and home economics of Iowa state 4 university of science and technology, in the field of forestry, 5 entomology, horticulture, or plant pathology. 6 (27) One representative of a bio-energy project from the 7 university of Iowa. 8 (28) One representative of the Iowa park and recreation 9 association. 10 (29) One representative of the Iowa chapter of the American 11 public works association. 12 (30) One representative of keep Iowa beautiful. 13 b. The director of the department of transportation or the 14 director’s designee. 15 c. The director of the department of natural resources or 16 the director’s designee. 17 d. The secretary of agriculture or the secretary’s 18 designee. 19 e. Two ex officio members of each house of the general 20 assembly. One member each shall be selected by the majority 21 leader of the senate and by the minority leader of the senate, 22 and one member each shall be selected by the speaker of the 23 house of representatives and by the minority leader of the 24 house of representatives. Members of the general assembly 25 shall be entitled to receive per diem and necessary travel and 26 actual expenses pursuant to section 2.10, subsection 5, while 27 carrying out their official duties as members of the advisory 28 committee. 29 4. The director of the department of natural resources, or 30 the director’s designee, and the secretary of agriculture, or 31 the secretary’s designee, shall serve as co-chairpersons of the 32 advisory committee. 33 Sec. 2. EMERALD ASH BORER INTERIM STUDY COMMITTEE. The 34 legislative council is requested to establish an interim 35 -3- LSB 5780XS (3) 85 tm/rj 3/ 4
S.F. 2159 study committee, composed of members of the senate and house 1 of representatives, to meet during the 2014 interim, to 2 review the report submitted by the woodland health advisory 3 committee. The study committee shall present its findings and 4 recommendations in a report to the 2015 session of the general 5 assembly. 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 This bill relates to rural and urban woodlands and trees. 10 The bill requires the department of natural resources, 11 in cooperation with the department of agriculture and land 12 stewardship, to establish a woodland health advisory committee 13 for the purpose of developing a statewide comprehensive plan to 14 determine how to best maintain healthy, sustainable, growing, 15 and diverse rural and urban woodlands and trees in the state 16 and how to best assist rural landowners and municipalities in 17 dealing with forest and tree-related exotic invasive insects, 18 pathogens, and plants and to maintain and enhance the economic, 19 environmental, and societal benefits of woodland and tree 20 resources for all Iowans. The membership of the advisory 21 committee is specified. The advisory committee is required to 22 submit a final report with findings and recommendations to the 23 governor and the general assembly by November 14, 2014. 24 The bill requests the legislative council to establish an 25 interim study committee, composed of members of the senate and 26 house of representatives, to meet during the 2014 interim, to 27 review the report submitted by the woodland health advisory 28 committee. 29 -4- LSB 5780XS (3) 85 tm/rj 4/ 4
