Iowa
healthiest
children

initiative.

1.
The
Iowa
healthiest
children
initiative
is
established
3
in
the
department.
The
purpose
of
the
initiative
is
to
develop
4
and
implement
a
plan
for
Iowa
children
to
become
the
healthiest
5
children
in
the
nation
by
January
1,
2020.
The
areas
of
focus
6
addressed
by
the
initiative
shall
include
improvement
of
7
physical,
emotional,
and
mental
health;
access
to
basic
needs
8
such
as
food
security,
housing,
stable
home
environments,
and
9
safe,
quality
child
care
settings;
and
promotion
of
healthy
10
behaviors
such
as
tobacco-free
and
drug
abuse-free
living,
11
physical
fitness,
and
childhood
obesity
prevention.

2.
The
department
shall
create
a
task
force
to
develop
an
13
implementation
plan
to
achieve
the
purpose
of
the
initiative.

The
implementation
plan,
including
findings,
recommendations,
15
performance
benchmarks,
budget
needs,
and
other
implementation
16
provisions
shall
be
submitted
to
the
governor
and
general
17
assembly
on
or
before
July
1,
2014.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
19
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
21
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
the
Iowa
healthiest
children
24
initiative
in
the
department
of
public
health.
25
The
purpose
of
the
initiative
is
to
develop
and
implement
a
26
plan
for
Iowa
children
to
become
the
healthiest
children
in
the
27
nation
by
January
1,
2020.
The
health
status
areas
of
focus
28
addressed
by
the
initiative
are
to
include
physical,
emotional,
29
and
mental
health;
access
to
basic
needs;
and
promotion
of
30
healthy
behaviors.
The
department
is
required
to
create
a
31
task
force
to
develop
an
implementation
plan
to
achieve
the
32
purpose
of
the
initiative.
The
implementation
plan,
including
33
findings,
recommendations,
performance
benchmarks,
budget

and
other
implementation

is
required
to
be
