S.F. 2136 Section 1. NEW SECTION . 293.1 School infrastructure safety 1 and security fund —— grant program. 2 1. A school infrastructure safety and security fund is 3 established in the state treasury under the control of the 4 department of education. The fund shall consist of moneys 5 appropriated to the fund for purposes of the grant program as 6 specified in subsection 2. 7 2. Moneys in the fund shall be used by the department to 8 provide financial assistance in the form of grants to school 9 districts for costs relating to the purchase, installation, 10 operation, and maintenance of safety and security products for 11 school districts including but not limited to entry control 12 devices, door locking hardware, two-way doors and glass, alarm 13 communication systems, glass-break sensors, two-way radios, and 14 other equipment that reflect school safety and security best 15 practices. 16 3. To receive financial assistance pursuant to this 17 section, a school district shall provide dollar-for-dollar 18 local matching moneys through tax revenues received pursuant 19 to section 423F.2 and through other sources according to rules 20 adopted by the department. 21 4. The department shall adopt rules pursuant to chapter 17A 22 to administer this section. 23 5. Notwithstanding section 8.33, moneys in the fund at the 24 close of any fiscal year shall not revert to any other fund but 25 shall remain in the fund for the subsequent fiscal year to be 26 used for purposes of the fund. 27 Sec. 2. SCHOOL INFRASTRUCTURE SAFETY AND SECURITY FUND —— 28 APPROPRIATION. There is appropriated from the general fund of 29 the state to the department of education for the fiscal year 30 beginning July 1, 2013, and ending June 30, 2014, the following 31 amount, or so much thereof as is necessary, to be used for the 32 purposes designated: 33 For deposit in the school infrastructure safety and security 34 fund created in section 293.1: 35 -1- LSB 5531XS (2) 85 rh/tm 1/ 2

This Act, being deemed of 2 immediate importance, takes effect upon enactment. 3 EXPLANATION 4 The inclusion of this explanation does not constitute agreement with 5 the explanation’s substance by the members of the general assembly. 6 This bill relates to a school infrastructure safety and 7 security fund and program and includes an effective date. 8 The bill appropriates $10 million from the general fund of 9 the state to the department of education for the fiscal year 10 beginning July 1, 2013, and ending June 30, 2014, to be used 11 for purposes of the school infrastructure safety and security 12 fund, created in the bill. 13 The bill creates a school infrastructure safety and 14 security fund in the state treasury under the control of the 15 department of education. Moneys in the fund shall be used by 16 the department to provide financial assistance in the form of 17 grants to school districts for costs relating to the purchase, 18 installation, operation, and maintenance of safety and 19 security products for school districts such as entry control 20 devices, door locking hardware, two-way doors and glass, alarm 21 communication systems, glass-break sensors, two-way radios, and 22 other equipment that reflect school safety and security best 23 practices. To receive financial assistance, a school district 24 is required to provide dollar-for-dollar local matching moneys 25 through tax revenues received pursuant to Code section 423F.2 26 and through other sources according to rules adopted by the 27 department. The department is required to adopt rules pursuant 28 to Code chapter 17A to administer the fund.
