NEW SECTION . 331.363 Energy-efficient lighting 1 required. 2 The energy-efficient lighting replacement and utilization 3 requirements and the dates applicable for their utilization 4 specified in section 476.62 shall be applicable to any 5 county-owned exterior flood lighting, including but not limited 6 to street and security lighting not otherwise owned by or 7 provided by a public utility. The requirements and the dates 8 applicable for their utilization shall be equally applicable 9 to privately owned parking facilities located within a county 10 outside the limits of a city if such parking facilities contain 11 sixteen or more parking spaces or units. For the purposes of 12 this section, “parking facilities” means the same as defined in 13 section 384.37. 14 Sec. 2. Section 364.23, Code 2014, is amended to read as 15 follows: 16 364.23 Energy-efficient lighting required. 17 1. All Beginning January 1, 2015, all city-owned exterior 18 flood lighting, including but not limited to street and 19 security lighting but not including era or period lighting 20 which has a minimum efficiency rating of fifty-eight lumens per 21 watt and not including stadium or ball park lighting, shall be 22 replaced, when worn-out, exclusively with high pressure sodium 23 light-emitting diode lighting or lighting with equivalent or 24 better energy efficiency as approved in rules adopted by the 25 utilities board within the utilities division of the department 26 of commerce. By January 1, 2020, all city-owned exterior 27 flood lighting shall utilize light-emitting diode lighting 28 or lighting with equivalent or better energy efficiency as 29 approved in rules adopted by the utilities board within the 30 utilities division of the department of commerce. In lieu of 31 the requirements established for replacement lighting under 32 this section , stadium or ball park lighting shall be replaced, 33 when worn-out, with the most energy-efficient lighting 34 available at the time of replacement which may include metal 35 -1- LSB 6018XS (3) 85 rn/sc 1/ 3
S.F. 2134 halide, high-pressure sodium, light-emitting diode, or other 1 light sources which may be developed. 2 2. The lighting replacement and utilization requirements 3 specified in subsection 1, and the dates applicable for their 4 utilization, shall be equally applicable to privately owned 5 parking facilities containing sixteen or more parking spaces 6 or units. For the purposes of this subsection, “parking 7 facilities” means the same as defined in section 384.37. 8 Sec. 3. Section 476.62, Code 2014, is amended to read as 9 follows: 10 476.62 Energy-efficient lighting required. 11 All Beginning January 1, 2015, all public utility-owned 12 exterior flood lighting, including but not limited to street 13 and security lighting, shall be replaced when worn-out 14 exclusively with high pressure sodium light-emitting diode 15 lighting or lighting with equivalent or better energy 16 efficiency as approved in rules adopted by the board. By 17 January 1, 2020, all public utility-owned exterior flood 18 lighting shall utilize light-emitting diode lighting or 19 lighting with equivalent or better energy efficiency as 20 approved in rules adopted by the board. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill requires the utilization of energy efficient 25 forms of lighting with regard to exterior flood lighting and 26 designated parking facility lighting. 27 Currently, cities and public utilities are required 28 to replace exterior flood lighting, including but not 29 limited to street and security lighting, with high pressure 30 sodium lighting or lighting with equivalent or better 31 energy efficiency as approved in rules adopted by the Iowa 32 utilities board. The bill changes this requirement to refer 33 to replacement with light-emitting diode lighting. Such 34 replacement would be applicable beginning January 1, 2015, with 35 -2- LSB 6018XS (3) 85 rn/sc 2/ 3
S.F. 2134 the requirement that by January 1, 2020, all city-owned or 1 public utility-owned flood lighting will utilize light-emitting 2 diode lighting or lighting with equivalent or better energy 3 efficiency as approved in rules adopted by the Iowa utilities 4 board. 5 Additionally, the bill extends the replacement and 6 utilization lighting requirements, and the dates applicable 7 for their utilization, to privately owned parking facilities 8 located within a city or a county if the parking facilities 9 contain 16 or more parking spaces or units. The bill 10 references a definition of “parking facility” contained in Code 11 section 384.37 as meaning parking lots or other off-street 12 areas for the parking of vehicles, including areas below or 13 above the surface of streets. 14 -3- LSB 6018XS (3) 85 rn/sc 3/ 3
