1.
Section
272.31,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
3A.
The
board
shall
issue
a
classroom
3
driver
education
instructor
authorization
for
purposes
of
4
section
321.178
to
a
person
who
completes
a
training
program
5
that
meets
the
standards
set
by
the
board,
who
complies
with
6
rules
adopted
pursuant
to
subsection
4,
and
who
is
either
a
7
peace
officer
as
defined
in
section
801.4,
subsection
11,
or
8
is
retired
under
chapter
97A
or
411,
or
section
97B.49B
or
9
97B.49C,
after
service
as
a
peace
officer
as
defined
in
section
10
801.4,
subsection
11.
The
training
program
shall
include
11
but
not
be
limited
to
a
minimum
of
fifteen
contact
hours
in
12
a
program
consisting
of
instruction
relating
to
classroom
13
management,
strategies
for
learning,
diversity,
and
ethics.

Section
321.178,
subsection
1,
paragraph
b,

subparagraph
(1),
Code
2014,
is
amended
to
read
as
follows:

(1)
To
be
qualified
as
a
classroom
driver
education
17
instructor,
a
person
shall
have
satisfied
the
educational
18
requirements
for
a
teaching
meet
one
of
the
following
19
requirements:

(a)
Hold
a
valid
teacher’s
license
at
the
elementary
or
21
secondary
level
and
hold
a
valid
license
an
endorsement
to
22
teach
driver
education
in
the
public
schools
of
this
state
23
issued
under
chapter
272
.
24
(b)
Be
a
peace
officer
as
defined
in
section
801.4,
25
subsection
11,
paragraph
“a”
,
“b”
,
or
“c”
,
or
be
retired
26
under
chapter
97A
or
411,
or
section
97B.49B
or
97B.49C,
27
after
service
as
a
peace
officer
as
defined
in
section
801.4,
28
subsection
11,
paragraph
“a”
,
“b”
,
or
“c”
,
and
meet
the
29
requirements
of
section
272.31,
subsection
3A.

inclusion
of
this
explanation
does
not
constitute
agreement
with

This
bill
permits
a
person
who
is
a
peace
officer
or
a

retired
peace
officer
to
be
qualified
as
a
classroom
driver

instructor
if
the
person
also
meets
the
board
of
1
educational
examiner’s
requirements
for
a
classroom
driver
2
education
instructor
authorization.
Currently,
only
persons
3
holding
a
teaching
license
with
an
endorsement
to
teach
driver
4
education
may
qualify
to
be
a
classroom
driver
education
5
instructor.

The
bill
directs
the
board
of
educational
examiners
to
7
issue
a
classroom
driver
education
instructor
authorization
8
to
a
person
who
completes
a
training
program
that
meets
the
9
standards
set
by
the
board
and
who
is
either
a
peace
officer
or
10
a
retired
peace
officer.
The
training
program
shall
include
11
but
not
be
limited
to
a
minimum
of
15
contact
hours
in
a
program
12
consisting
of
instruction
relating
to
classroom
management,

strategies
for
learning,
diversity,
and
ethics.

Under
the
bill,
the
term
“peace
officer”
is
limited
to
15
sheriffs,
deputy
sheriffs,
marshals
and
police
officers
of

cities,
and
peace
officer
members
of
the
department
of
public

safety.
