S.F. 2100 Section 1. Section 483A.8, Code 2014, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 8. a. The commission shall adopt a 3 rule permitting a resident to use a crossbow for taking deer 4 during the late season that is designated for taking deer by 5 muzzleloading rifle or muzzleloading pistol. The commission 6 shall prepare an application to be used by a resident 7 requesting a license to hunt deer using a crossbow pursuant to 8 this subsection. A person issued a license pursuant to this 9 subsection shall be otherwise qualified to hunt deer in this 10 state and shall purchase a hunting license that includes the 11 wildlife habitat fee and pay the one dollar fee that shall 12 be used and is appropriated for the purpose of deer herd 13 population management, including assisting with the cost of 14 processing deer donated to the help us stop hunger program 15 administered by the commission. 16 b. A resident may obtain a license under this subsection 17 in addition to a statewide antlered or any sex deer hunting 18 bow season license. With the exception of season dates, 19 the shooting hours, limits, license quotas, and any other 20 regulations for the license shall be the same as those set 21 forth by the commission by rule for bow season deer hunts. 22 EXPLANATION 23 The inclusion of this explanation does not constitute agreement with 24 the explanation’s substance by the members of the general assembly. 25 This bill directs the natural resource commission to adopt 26 a rule permitting a resident to use a crossbow to hunt deer 27 during the late season that is designated for taking deer by 28 muzzleloading rifle or pistol. The commission shall prepare 29 an application for a crossbow deer hunting license. A person 30 issued such a license must be otherwise qualified to hunt deer 31 in this state and purchase a hunting license that includes the 32 wildlife habitat fee and pay the one dollar fee that is used 33 for deer herd population management. 34 A resident may obtain a crossbow license in addition to 35 -1- LSB 5032XS (4) 85 av/nh 1/ 2
S.F. 2100 licenses that are available for hunting deer during regular 1 bow season. With the exception of season dates for crossbow 2 hunting, all other regulations pertaining to bow season deer 3 hunting are applicable to hunting deer with a crossbow. 4 Persons with disabilities (Code section 481A.38(1)(b)) and 5 residents who are 70 years of age and older (Code section 6 483A.8B) are currently allowed to use a crossbow to hunt deer 7 during bow season. 8 A violation of the provisions of the bill is punishable by a 9 scheduled fine of $25. 10 -2- LSB 5032XS (4) 85 av/nh 2/ 2
