S.F. 2062 Section 1. Section 257.39, subsection 2, Code 2014, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . f. Children toward whom harassment or 3 bullying, as defined in section 280.28, is directed. 4 Sec. 2. Section 257.41, subsection 2, Code 2014, is amended 5 by adding the following new paragraph: 6 NEW PARAGRAPH . e. Harassment and bullying prevention 7 programs, training, and initiatives. 8 Sec. 3. APPLICABILITY. This Act applies to school budget 9 years beginning on or after July 1, 2015. 10 EXPLANATION 11 The inclusion of this explanation does not constitute agreement with 12 the explanation’s substance by the members of the general assembly. 13 This bill relates to dropout prevention programs by 14 modifying certain definitions and modifying the purposes for 15 which dropout prevention funding may be used. 16 Under current law, school districts may request to use 17 a modified supplemental amount for programs for returning 18 dropouts and dropout prevention. The budget of an approved 19 program for returning dropouts and dropout prevention for a 20 school district, after subtracting funds received from other 21 sources for that purpose, shall be funded annually on a basis 22 of one-fourth or more from the district cost of the school 23 district and up to three-fourths by an increase in supplemental 24 state aid. Code section 257.39(2) defines “potential dropouts” 25 as resident pupils who are enrolled in a public or nonpublic 26 school who demonstrate poor school adjustment as indicated by 27 two or more specified characteristics. The bill adds children 28 toward whom harassment or bullying is directed to that list of 29 specified characteristics. 30 Code section 257.41 specifies the appropriate uses of 31 the returning dropout and dropout prevention program funding 32 provided to school districts for an approved dropout prevention 33 program.
