S.F. 2028 Section 1. Section 231.58, Code 2014, is amended by striking 1 the section and inserting in lieu thereof the following: 2 231.58 Senior living coordinating unit. 3 1. A senior living coordinating unit is created within the 4 department. The membership of the coordinating unit consists 5 of: 6 a. The director of human services. 7 b. The director of the department on aging. 8 c. The director of public health. 9 d. The director of the department of inspections and 10 appeals. 11 e. Two consumer members appointed by the governor. 12 f. Four ex officio, nonvoting legislative members consisting 13 of the following: 14 (1) Two state senators, one appointed by the majority leader 15 of the senate and one appointed by the minority leader of the 16 senate. 17 (2) Two state representatives, one appointed by the speaker 18 of the house of representatives and one appointed by the 19 minority leader of the house of representatives. 20 2. Nonlegislative members shall receive actual expenses 21 incurred while serving in their official capacity and may also 22 be eligible to receive compensation as provided in section 23 7E.6. Legislative members shall receive compensation pursuant 24 to section 2.12. 25 3. The senior living coordinating unit shall do all of the 26 following: 27 a. Develop, for legislative review, the mechanisms and 28 procedures necessary to implement a case-managed system of 29 long-term care based on a uniform comprehensive assessment 30 tool. 31 b. Develop common intake and release procedures for the 32 purpose of determining eligibility at one point of intake 33 and determining eligibility for programs administered by the 34 departments of human services, public health, and aging, such 35 -1- LSB 5143XS (2) 85 pf/nh 1/ 2
S.F. 2028 as the medical assistance program, federal food stamp program, 1 homemaker-home health aide programs, and the case management 2 program for frail elders administered by the department on 3 aging. 4 c. Develop common definitions for long-term care services. 5 d. Develop procedures for coordination at the local and 6 state level among the providers of long-term care. 7 e. Prepare a long-range plan for the provision of long-term 8 care services within the state. 9 f. Propose rules and procedures for the development of a 10 comprehensive long-term care system. 11 g. Submit a report of its activities to the governor and 12 general assembly on January 15 of each year. 13 h. Consult with the state universities and other 14 institutions with expertise in the area of issues affecting 15 older individuals and the long-term care continua. 16 EXPLANATION 17 This bill reestablishes the senior living coordinating unit 18 within the department on aging. The senior living coordinating 19 unit was eliminated in 2009 and replaced with a directive 20 to the director of the department on aging to convene the 21 directors of human services, public health, and inspections and 22 appeals to meet as necessary to assist in the coordination of 23 policy, service delivery, and long-range planning relating to 24 the long-term living system and older Iowans in the state.
