S.F. 2022 Section 1. Section 256.7, Code 2014, is amended by adding 1 the following new subsections: 2 NEW SUBSECTION . 33. Adopt rules incorporating the 3 definition of dyslexia adopted by the international dyslexia 4 association as of January 1, 2013, into the department’s rules 5 relating to special education. 6 NEW SUBSECTION . 34. a. Develop professional development 7 instruction relating to reading disabilities for school 8 personnel to be provided by the department. The professional 9 development instruction shall be designed to account for the 10 various manners in which different school district personnel 11 interact with, or develop instructional programs for, students 12 with reading disabilities. The professional development 13 instruction shall cover screening, intervention, accommodation, 14 and use of technology for students with reading disabilities. 15 The department may collaborate with area education agencies and 16 other public or private entities to develop and provide the 17 professional development instruction. A school district or 18 teacher shall not be charged for the cost of the professional 19 development instruction. 20 b. The department shall require as part of each school 21 district’s district professional development plan pursuant 22 to section 284.6 that the individual teacher professional 23 development plan of each teacher for grades kindergarten 24 through three, reading teacher, special education teacher, 25 English as a second language teacher, reading specialist, 26 special education consultant, and speech-language pathologist 27 employed by the district include two hours of professional 28 development instruction provided pursuant to this subsection on 29 an annual basis. The department shall make the professional 30 development instruction available to other school personnel 31 upon request. 32 Sec. 2. Section 272.2, Code 2014, is amended by adding the 33 following new subsection: 34 NEW SUBSECTION . 19. Adopt rules establishing criteria, and 35 -1- LSB 5092XS (3) 85 je/sc 1/ 3

S.F. 2022 issuance and renewal requirements, for a reading disability 1 instruction endorsement. Training requirements for the 2 endorsement shall be specific to the needs of students with 3 reading disabilities. In the development of the rules, the 4 board shall review knowledge and practice standards published 5 by the international dyslexia association and criteria and 6 requirements developed by other states for certification of 7 individuals who work with students with dyslexia. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill requires the state board of education to adopt 12 rules incorporating the definition of dyslexia adopted by the 13 international dyslexia association as of January 1, 2013, into 14 the department’s rules relating to special education. 15 The bill requires the board to develop professional 16 development instruction relating to reading disabilities 17 for school personnel to be provided by the state department 18 of education. The bill specifies that the instruction must 19 be designed to account for the various manners in which 20 different school district personnel interact with, or develop 21 instructional programs for, students with reading disabilities. 22 The bill specifies that the instruction must cover screening, 23 intervention, accommodation, and use of technology for students 24 with reading disabilities. The bill permits the department to 25 collaborate with area education agencies and other public or 26 private entities to develop and provide the instruction. The 27 bill prohibits charging a school district or teacher for the 28 cost of the instruction. 29 The bill provides that the department must require as part 30 of each school district’s district professional development 31 plan pursuant to Code section 284.6 that the individual teacher 32 professional development plan of each teacher for grades 33 kindergarten through 3, reading teacher, special education 34 teacher, English as a second language teacher, reading 35 -2- LSB 5092XS (3) 85 je/sc 2/ 3

The bill requires the department to 4 make the professional development instruction available to 5 other school personnel upon request. 6 The bill also requires the board of educational examiners 7 to adopt rules establishing criteria, and issuance and 8 renewal requirements, for a reading disability instruction 9 endorsement. The bill specifies that training requirements 10 for the endorsement must be specific to the needs of students 11 with reading disabilities.
