1.
Section
256.7,
Code
2014,
is
amended
by
adding
1
the
following
new
subsections:

NEW
SUBSECTION
.
33.
Adopt
rules
incorporating
the
3
definition
of
dyslexia
adopted
by
the
international
dyslexia
4
association
as
of
January
1,
2013,
into
the
department’s
rules
5
relating
to
special
education.

NEW
SUBSECTION
.
34.
a.
Develop
professional
development
7
instruction
relating
to
reading
disabilities
for
school
8
personnel
to
be
provided
by
the
department.
The
professional
9
development
instruction
shall
be
designed
to
account
for
the
10
various
manners
in
which
different
school
district
personnel
11
interact
with,
or
develop
instructional
programs
for,
students
12
with
reading
disabilities.
The
professional
development
13
instruction
shall
cover
screening,
intervention,
accommodation,
14
and
use
of
technology
for
students
with
reading
disabilities.
15
The
department
may
collaborate
with
area
education
agencies
and
16
other
public
or
private
entities
to
develop
and
provide
the
17
professional
development
instruction.
A
school
district
or
18
teacher
shall
not
be
charged
for
the
cost
of
the
professional
19
development
instruction.

b.
The
department
shall
require
as
part
of
each
school
21
district’s
district
professional
development
plan
pursuant
22
to
section
284.6
that
the
individual
teacher
professional
23
development
plan
of
each
teacher
for
grades
kindergarten
24
through
three,
reading
teacher,
special
education
teacher,
25
English
as
a
second
language
teacher,
reading
specialist,
26
special
education
consultant,
and
speech-language
pathologist
27
employed
by
the
district
include
two
hours
of
professional
28
development
instruction
provided
pursuant
to
this
subsection
on
29
an
annual
basis.
The
department
shall
make
the
professional
30
development
instruction
available
to
other
school
personnel
31
upon
request.

272.2,
Code
2014,
is
amended
by
adding
the

following
new
subsection:

a

endorsement.
Training
requirements
for
the

endorsement
shall
be
specific
to
the
needs
of
students
with

reading
disabilities.
In
the
development
of
the
rules,
the

board
shall
review
knowledge
and
practice
standards
published
5
by
the
international
dyslexia
association
and
criteria
and
6
requirements
developed
by
other
states
for
certification
of
7
individuals
who
work
with
students
with
dyslexia.

does

constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
state
board
of
education
to
adopt
12
rules
incorporating
the
definition
of
dyslexia
adopted
by
the
13
international
dyslexia
association
as
of
January
1,
2013,
into
14
the
department’s
rules
relating
to
special
education.

The
bill
requires
the
board
to
develop
professional
16
development
instruction
relating
to
reading
disabilities
17
for
school
personnel
to
be
provided
by
the
state
department
18
of
education.
The
bill
specifies
that
the
instruction
must
19
be
designed
to
account
for
the
various
manners
in
which
20
different
school
district
personnel
interact
with,
or
develop
21
instructional
programs
for,
students
with
reading
disabilities.

The
bill
specifies
that
the
instruction
must
cover
screening,
23

The
bill
permits
the
department
to

bill
also
requires
the
board
of
educational

adopt
rules

issuance
and

renewal
requirements,
for
a
reading
disability
instruction

endorsement.
The
bill
specifies
that
training
requirements

for
the
endorsement
must
be
specific
to
the
needs
of
students

with
reading
disabilities.
The
bill
requires
the
board,

when
developing
the
rules,
to
review
knowledge
and
practice
13
standards
published
by
the
international
dyslexia
association
14
and
criteria
and
requirements
developed
by
other
states
for
