1.
Section
257.8,
subsection
2,
Code
2013,
is

amended
to
read
as
follows:

Categorical
state
percent
of
growth.
The
categorical

state
percent
of
growth
for
the
budget
year
beginning
July
4
1,
2010,
is
two
percent.
The
categorical
state
percent
of
5
growth
for
the
budget
year
beginning
July
1,
2012,
is
two
6
percent.
The
categorical
state
percent
of
growth
for
the
7
budget
year
beginning
July
1,
2014,
is
four
percent.
The
8
categorical
state
percent
of
growth
for
each
budget
year
shall
9
be
established
by
statute
which
shall
be
enacted
within
thirty
10
days
of
the
submission
in
the
year
preceding
the
base
year
of
11
the
governor’s
budget
under
section
8.21
.
The
establishment
12
of
the
categorical
state
percent
of
growth
for
a
budget
year
13
shall
be
the
only
subject
matter
of
the
bill
which
enacts
the
14
categorical
state
percent
of
growth
for
a
budget
year.
The
15
categorical
state
percent
of
growth
may
include
state
percents
16
of
growth
for
the
teacher
salary
supplement,
the
professional
17
development
supplement,
and
the
early
intervention
supplement.

APPLICABILITY.
This
Act
is
applicable
for
computing
19
state
aid
under
the
state
school
foundation
program
for
the
20
school
budget
year
beginning
July
1,
2014.

EXPLANATION

This
bill
establishes
a
categorical
state
percent
of
growth
23
of
4
percent
for
purposes
of
the
state
school
foundation
24
program
for
the
school
budget
year
beginning
July
1,
2014.
The
25
categorical
state
percent
of
growth
includes
the
teacher
salary
26
supplement,
the
professional
development
supplement,
and
the
27
early
intervention
supplement.
The
bill
is
applicable
for
28
computing
state
aid
under
the
state
school
foundation
program
29
for
the
school
budget
year
beginning
July
1,
2014.
