subsections

2013,

are
amended
to
read
as
follows:

2.
Notwithstanding
subsection
1
,
any
increase
in
revenues

received
on
or
after
July
1,
2007,
but
on
or
before
June

30,
2013
2023
,
pursuant
to
this
section
as
a
result
of
fee
5
increases
pursuant
to
2005
Iowa
Acts,
ch.
137,
shall
be
used
6
by
the
commission
only
for
the
administration
and
enforcement
7
of
programs
to
control
aquatic
invasive
species
and
for
the
8
administration
and
enforcement
of
navigation
laws
and
water
9
safety
upon
the
inland
waters
of
this
state
and
shall
be
used
10
in
addition
to
funds
already
being
expended
by
the
commission
11
each
year
for
these
purposes.
The
commission
shall
not
reduce
12
the
amount
of
other
funds
being
expended
on
an
annual
basis
for
13
these
purposes
as
of
July
1,
2005,
during
the
period
of
the
14
appropriation
provided
for
in
this
subsection
.

The
commission
shall
submit
a
written
report
to
the
16
general
assembly
by
December
31,
2007,
and
by
December
31
17
of
each
year
thereafter
through
December
31,
2013
2023
,
18
summarizing
the
activities
of
the
department
in
administering
19
and
enforcing
programs
to
control
aquatic
invasive
species
20
and
administering
and
enforcing
navigation
laws
and
water
21
safety
upon
the
inland
waters
of
the
state.
The
report
shall
22
include
information
concerning
the
amount
of
revenues
collected
23
pursuant
to
this
section
as
a
result
of
fee
increases
pursuant
24
to
2005
Iowa
Acts,
ch.
137,
and
how
the
revenues
were
expended.

The
report
shall
also
include
information
concerning
the
amount
26
and
source
of
all
other
funds
expended
by
the
commission
during
27
the
year
for
the
purposes
of
administering
and
enforcing
28
programs
to
control
aquatic
invasive
species
and
administering
29
and
enforcing
navigation
laws
and
water
safety
upon
the
inland
30
waters
of
the
state
and
how
the
funds
were
expended.

EXPLANATION
32
This
bill
extends
the
designation
of
certain
increases
33
in
registration
fees
for
watercraft
for
use
by
the
natural
34
resource
commission
for
an
additional
10
years.

In
2005,
registration
fees
for
watercraft
were
raised,
and
1
the
increase
in
revenues
received
on
or
after
July
1,
2007,
2
but
on
or
before
June
30,
2013,
was
designated
for
use
by
the
3
natural
resource
commission
only
for
the
administration
and
4
enforcement
of
programs
to
control
aquatic
invasive
species
and
5
for
the
administration
and
enforcement
of
navigation
laws
and
6
water
safety
upon
the
inland
waters
of
this
state.
These
funds
7
were
to
be
used
in
addition
to
funds
already
being
expended
by
8
the
commission
each
year
for
those
purposes
and
the
commission
9
was
prohibited
from
reducing
the
amount
of
other
funds
being
10
expended
for
those
purposes
as
of
July
1,
2005.
The
commission
11
was
also
required
to
submit
an
annual
report
to
the
general
12
assembly
each
year
summarizing
the
activities
of
the
department
13
of
natural
resources
in
carrying
out
those
purposes.
14
The
bill
provides
that
this
provision
will
sunset
in
2023
15
instead
of
2013.
