2.
Section
101C.3,
subsection
5,
Code
2013,
is
amended

to
read
as
follows:

A
council
member
shall
serve
a
term
of
three
years

and
shall
not
serve
more
than
two
full
consecutive
terms.
A

council
member
filling
an
unexpired
term
may
serve
not
more
27
than
a
total
of
seven
consecutive
years.
A
former
council
28
member
may
be
appointed
to
the
council
if
the
former
member
has
29
not
been
a
member
of
the
council
for
a
period
of
at
least
two

years
.

Section
101C.4,
subsection
1,
Code
2013,
is
amended

read
as
follows:

The
council
and
its
activities
shall
be
funded
by
an

annual
assessment.
Upon
establishment
of
the
council
and

assessment
shall
be
made
at
a
rate

of
one-tenth

of

cent
on
each
gallon
of
odorized

4.
REPEAL.
Section
101C.14,
Code
2013,
is
repealed.

EXPLANATION

This
bill
modifies
provisions
applicable
to
the
propane
6
education
and
research
council
established
in
Code
chapter
7
101C.

The
bill
eliminates
three
ex
officio,
nonvoting
members
9
from
the
council.
The
eliminated
members
represent
a
10
professional
fire
fighter
designated
by
the
Iowa
association
11
of
professional
fire
chiefs,
an
experienced
plumber
involved
12
in
plumbing
training
programs
designated
by
the
Iowa
state
13
building
and
construction
trades
council,
and
a
heating,
14
ventilation,
and
air
conditioning
professional
involved
in
15
heating,
ventilation,
and
air
conditioning
training
programs
16
designated
by
the
Iowa
state
building
and
construction
trades
17
council.

The
bill
eliminates
provisions
specifying
term
limits
19
and
reappointment
requirements.
The
bill
additionally
20
increases
the
annual
assessment
which
funds
the
council
and
21
its
activities
from
the
current
level
of
one-tenth
of
one
cent
22
on
each
gallon
of
odorized
propane
sold,
to
two-tenths
of
one
23
cent.
24
Further,
the
bill
repeals
a
provision
which
repealed
the
25
chapter
effective
December
31,
2014.
