1.
A
state
employee
excluded
from
collective
bargaining
as

provided
in
chapter
20
who
is
a
member
of
a
state
group
health

insurance
plan
for
employees
of
the
state
established
under

chapter
509A
shall
pay
at
least
twenty
percent
of
the
total

premium
for
such
insurance.

Collective
bargaining
agreements
entered
into
pursuant

to
chapter
20
for
state
employees
shall
provide
that
a
state

employee
covered
by
that
agreement
who
is
a
member
of
a

state
group
health
insurance
plan
for
employees
of
the
state

established
under
chapter
509A
shall
pay
at
least
twenty
12
percent
of
the
total
premium
for
such
insurance.

Sec.
2.
APPLICABILITY.
The
provision
of
this
Act
enacting
14
section
8A.440,
subsection
2,
applies
to
collective
bargaining
15
agreements
entered
into
on
or
after
the
effective
date
of
this
16
Act.

EXPLANATION
18
This
bill
requires
state
employees
included
or
excluded
19
from
collective
bargaining
as
provided
in
Code
chapter
20
to
20
pay
at
least
20
percent
of
the
total
premium
for
state
group
21
health
insurance.
The
bill
provides
that
the
requirement
22
made
applicable
to
state
employees
covered
by
a
collective
23
bargaining
agreement
applies
to
collective
bargaining
24
agreements
entered
into
on
or
after
the
effective
date
of
the
25
bill.
Current
law
does
not
specify
a
minimum
required
premium
26
payment.
