S.F. _____ H.F. _____ Section 1. Section 80E.2, subsection 1, paragraph n, Code 1 2013, is amended to read as follows: 2 n. A member representing the Iowa state police chiefs 3 association. 4 Sec. 2. Section 80E.2, subsections 2 and 5, Code 2013, are 5 amended to read as follows: 6 2. The prosecuting attorney, licensed substance abuse 7 treatment specialist, certified substance abuse prevention 8 specialist, substance abuse treatment program director, member 9 representing the Iowa peace officers association, member 10 representing the Iowa state police chiefs association, and the 11 member representing the Iowa state sheriffs’ and deputies’ 12 association shall be appointed by the governor, subject to 13 senate confirmation, for four-year terms beginning and ending 14 as provided in section 69.19 . A vacancy on the council shall 15 be filled for the unexpired term in the same manner as the 16 original appointment was made. 17 5. The council shall meet at least quarterly semiannually 18 throughout the year. 19 Sec. 3. REPEAL. Section 124.212C, Code 2013, is repealed. 20 EXPLANATION 21 This bill relates to the governor’s office of drug control 22 policy and certain advisory councils. 23 The bill updates membership and meeting requirements 24 of the Iowa drug policy advisory council. The bill amends 25 the membership of the Iowa drug policy advisory council to 26 eliminate representation from the Iowa state police association 27 but to include representation from the Iowa police chiefs 28 association. The bill reduces the minimum meeting requirement 29 of the council from meeting at least quarterly to at least 30 semiannually. 31 The bill repeals the pseudoephedrine advisory council 32 established in 2009 within the governor’s office of drug 33 control policy. The pseudoephedrine advisory council provides 34 input and advises the governor’s office of drug control 35 -1- LSB 1303DP (2) 85 rh/nh 1/ 2
