This
bill
relates
to
county
finance
by
modifying
the
22
definition
of
“essential
county
purpose”
to
specify
that
public
23
building
projects
meet
the
definition
of
“essential
county
24
purpose”
if
the
principal
amount
of
the
bonds
does
not
exceed
25
certain
threshold
amounts
based
upon
the
population
of
the
26
county.
Current
law
specifies
that
a
public
building
project
27
meets
the
definition
of
an
“essential
county
purpose”
if
the
28
costs
of
the
project
do
not
exceed
certain
threshold
amounts
29
based
upon
the
population
of
the
county.
30
The
bill
also
modifies
the
definition
of
“general
county
31
purpose”
to
specify
that
public
building
projects
meet
the
32
definition
of
“general
county
purpose”
if
the
principal
amount
33
of
the
bonds
exceeds
certain
threshold
amounts
based
upon
34
the
population
of
the
county.
Current
law
specifies
that
a
