is
amended
by
adding

the
following
new
subsection:

SUBSECTION

19.
Adopt
rules
to
provide
in
the
board’s

code
of
professional
conduct
and
ethics
that
any
licensee
4
of
the
board,
who
commits
or
solicits
any
sexual
conduct
5
as
defined
in
section
709.15,
subsection
3,
paragraph
“a”
,
6
subparagraph
(2),
or
solicits,
encourages,
or
consummates
a
7
romantic
relationship
with
any
individual
who
was
a
student
8
within
ninety
days
prior
to
any
such
conduct
alleged
in
a
9
complaint
initiated
with
the
board,
if
the
licensee
taught
the
10
individual
or
supervised
the
individual
in
any
school
activity
11
when
the
individual
was
a
student,
engages
in
unprofessional
12
and
unethical
conduct
that
may
result
in
disciplinary
action
13
by
the
board.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
board
of
educational
examiners
to
18
adopt
administrative
rules
to
provide
in
the
board’s
code
of
19
professional
conduct
and
ethics
that
any
licensee,
who
commits
20
or
solicits
any
sexual
conduct,
or
solicits,
encourages,
or
21
consummates
a
romantic
relationship
with
any
individual
who
was
22
a
student
within
90
days
prior
to
any
such
conduct
alleged
in
a
23
complaint
initiated
with
the
board,
if
the
licensee
taught
the
24
individual
or
supervised
the
individual
in
any
school
activity
25
when
the
individual
was
a
student,
engages
in
unprofessional
26
and
unethical
conduct
that
may
result
in
disciplinary
action,
27
including
suspension
or
revocation
of
a
license.
