H.F. _____ Section 1. Section 724.15, subsection 2, Code 2013, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . f. The person is a veteran as defined in 3 section 35.1. 4 EXPLANATION 5 Current law provides that any person who desires to acquire 6 ownership of any pistol or revolver shall first obtain an 7 annual permit to acquire a pistol or revolver from the sheriff 8 of the county where the person resides. An applicant must 9 meet certain minimum application requirements and must pass 10 a criminal history background check. In certain situations, 11 certain persons are exempt from this permit requirement 12 including a licensed firearm dealer who transfers a pistol 13 or revolver to another licensed firearm dealer; a person who 14 acquires a pistol or revolver that is an antique firearm, a 15 collector’s item, a device which is not designed or redesigned 16 for use as a weapon, a device which is designed solely for 17 use as a signaling, pyrotechnic, line-throwing, safety, or 18 similar device, or a firearm which is unserviceable; a person 19 who acquires a pistol or revolver under the authority of a law 20 enforcement agency; a person who has obtained a valid permit to 21 carry weapons; or a person who transfers a pistol or revolver 22 to certain family members unless the person transferring the 23 pistol or revolver knows that the person acquiring the pistol 24 or revolver would be disqualified from obtaining a permit. 25 The bill includes veterans in the list of persons who are 26 not required to obtain a permit to acquire pistols or revolvers 27 before purchasing a pistol or revolver. “Veteran” means the 28 same as defined in Code section 35.1. 29 -1- LSB 1755HC (2) 85 rh/rj 1/ 1
