H.F. _____ Section 1. Section 99D.7, subsection 5, paragraph b, Code 1 2014, is amended to read as follows: 2 b. The commission shall, beginning January 1, 2012, regulate 3 the purse structure for all horse racing so that seventy-six 4 percent is designated for thoroughbred racing, fifteen and 5 one-quarter percent is designated for quarter horse racing, and 6 eight and three-quarter percent is designated for standardbred 7 racing. The purse moneys designated for standardbred racing 8 may only be used to support standardbred harness racing purses , 9 breeder’s awards, or expenses at the state fair, county fairs, 10 or other harness racing tracks approved by the commission, 11 or for the maintenance , construction, or repair of harness 12 racing tracks at the fairgrounds for such fairs or other 13 harness racing tracks approved by the commission. The horse 14 racetrack in Polk county shall not provide funding to support 15 standardbred racing at such county fairs that is not otherwise 16 provided for in this paragraph. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 Code section 99D.7(5), concerning purse moneys for horse 21 racing, is amended to allow purse moneys designated for 22 standardbred racing to also be used for breeder’s awards, 23 standardbred harness racing expenses, and the construction of 24 harness racing tracks. 25 -1- LSB 5479YC (3) 85 ec/nh 1/ 1
