amended
to
read
as
follows:

Develop
and
implement
,
subject
to
an
appropriation
of

funds
by
the
general
assembly,
a
coaching
and
support
system

for
administrators
.
The
coaching
and
support
system
shall

be
aligned
with
the
beginning
administrator
mentoring
and
6
induction
program
created
pursuant
to
section
284A.5
and
shall
7
also
be
designed
to
support
administrators
in
school
districts
8
approved
to
implement
the
framework
and
comparable
systems
set
9
forth
pursuant
to
sections
284.15,
284.16,
and
284.17
.

2.
Section
284A.2,
subsection
1,
Code
2014,
is
amended

to
read
as
follows:

1.
“Administrator”
means
an
individual
holding
a
13
professional
administrator
license
issued
under
chapter
272
14
who
is
employed
in
a
school
district
administrative
position
15
by
a
school
district
or
area
education
agency
pursuant
to
16
a
contract
issued
by
a
board
of
directors
under
section
17
279.23
and
is
engaged
in
instructional
leadership.
An
18
administrator
may
be
employed
in
both
an
administrative
and
a
19
nonadministrative
position
by
a
board
of
directors
and
shall
20
be
considered
a
part-time
administrator
for
the
portion
of
21
time
that
the
individual
is
employed
in
an
administrative
22
position.
“Administrator”
does
not
include
assistant
principals
23
or
assistant
superintendents.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
administrator
quality
program
28
by
providing
that
the
term
“administrator”,
for
purposes
of
29
the
program,
may
include
assistant
principals
and
assistant
30
superintendents.
The
bill
expands
and
modifies
a
requirement
31
that
the
director
of
the
department
of
education
establish
32
a
coaching
and
support
system
for
administrators
in
school
33
districts
that
is
aligned
with
the
Iowa
standards
for
34
administrators.
The
bill
makes
the
requirement
contingent

and
adds
that

the
system
must
also
be
designed
to
support
administrators
in
