EARLY CHILDHOOD IOWA FUND —— GENERAL AID 6 For deposit in the school ready children grants account of 7 the early childhood Iowa fund created in section 256I.11: 8 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,386,113 9 a. From the moneys deposited in the school ready children 10 grants account for the fiscal year beginning July 1, 2013, and 11 ending June 30, 2014, not more than $265,950 is allocated for 12 the early childhood Iowa office and other technical assistance 13 activities. The early childhood Iowa state board shall direct 14 staff to work with the early childhood stakeholders alliance 15 created in section 256I.12 to inventory technical assistance 16 needs. Moneys allocated under this lettered paragraph may be 17 used by the early childhood Iowa state board for the purpose of 18 skills development and support for ongoing training of staff. 19 However, except as otherwise provided in this subsection, 20 moneys shall not be used for additional staff or for the 21 reimbursement of staff. 22 b. As a condition of receiving moneys appropriated in 23 this subsection, each early childhood Iowa area board shall 24 report to the early childhood Iowa state board progress on 25 each of the local indicators approved by the area board. Each 26 early childhood Iowa area board must also submit an annual 27 budget for the area’s comprehensive school ready children 28 grant developed for providing services for children from birth 29 through five years of age, and provide other information 30 specified by the early childhood Iowa state board, including 31 budget amendments as needed. The early childhood Iowa state 32 board shall establish a submission deadline for the annual 33 budget and any budget amendments that allow a reasonable period 34 of time for preparation by the early childhood Iowa area boards 35 -6- LSB 1003HB (1) 85 kh/tm 6/ 21
H.F. _____ and for review and approval or request for modification of 1 the materials by the early childhood Iowa state board. In 2 addition, each early childhood Iowa area board must continue to 3 comply with reporting provisions and other requirements adopted 4 by the early childhood Iowa state board in implementing section 5 256I.9. 6 c. Of the amount appropriated in this subsection for 7 deposit in the school ready children grants account of the 8 early childhood Iowa fund, $2,318,018 shall be used for efforts 9 to improve the quality of early care, health, and education 10 programs. Moneys allocated pursuant to this paragraph may be 11 used for additional staff and for the reimbursement of staff. 12 The early childhood Iowa state board may reserve a portion 13 of the allocation, not to exceed $88,650, for the technical 14 assistance expenses of the early childhood Iowa state office, 15 including the reimbursement of staff, and shall distribute 16 the remainder to early childhood Iowa areas for local quality 17 improvement efforts through a methodology identified by the 18 early childhood Iowa state board to make the most productive 19 use of the funding, which may include use of the distribution 20 formula, grants, or other means. 21 d. Of the amount appropriated in this subsection for 22 deposit in the school ready children grants account of 23 the early childhood Iowa fund, $825,030 shall be used for 24 support of professional development and training activities 25 for persons working in early care, health, and education by 26 the early childhood Iowa state board in collaboration with 27 the professional development component group of the early 28 childhood Iowa stakeholders alliance maintained pursuant to 29 section 256I.12, subsection 7, paragraph “b”, and the early 30 childhood Iowa area boards. Expenditures shall be limited to 31 professional development and training activities agreed upon by 32 the parties participating in the collaboration. 33 9. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 34 ASSISTANCE 35 -7- LSB 1003HB (1) 85 kh/tm 7/ 21

In addition, if 10 sufficient funding is available after addressing the needs of 11 those who meet the basic income eligibility requirement, an 12 early childhood Iowa area board may provide for eligibility 13 for those with a family income in excess of the basic income 14 eligibility requirement through use of a sliding scale or other 15 copayment provisions. 16 10. EARLY CHILDHOOD IOWA FUND —— FAMILY SUPPORT AND PARENT 17 EDUCATION 18 a. ENERGY COST-SAVINGS PROJECTS —— FINANCING. For 15 the fiscal year beginning July 1, 2013, and ending June 30, 16 2014, the state board of regents may use notes, bonds, or 17 other evidences of indebtedness issued under section 262.48 to 18 finance projects that will result in energy cost savings in an 19 amount that will cause the state board to recover the cost of 20 the projects within an average of six years. 21 Sec. 9. PRESCRIPTION DRUG COSTS. Notwithstanding section 22 270.7, the department of administrative services shall pay 23 the state school for the deaf and the Iowa braille and sight 24 saving school the moneys collected from the counties during the 25 fiscal year beginning July 1, 2013, for expenses relating to 26 prescription drug costs for students attending the state school 27 for the deaf and the Iowa braille and sight saving school. 28 Sec. 10. Section 284.13, subsection 1, paragraphs a, b, c, 29 and d, Code 2013, are amended to read as follows: 30 a. For the fiscal year beginning July 1, 2012 2013 , and 31 ending June 30, 2013 2014 , to the department of education, the 32 amount of five hundred eighty-five thousand dollars for the 33 issuance of national board certification awards in accordance 34 with section 256.44 . Of the amount allocated under this 35 -17- LSB 1003HB (1) 85 kh/tm 17/ 21
H.F. _____ paragraph, not less than eighty-five thousand dollars shall 1 be used to administer the ambassador to education position in 2 accordance with section 256.45 . 3 b. For the fiscal year beginning July 1, 2012 2013 , and 4 ending June 30, 2013 2014 , an amount up to two million four 5 hundred sixty-three thousand five hundred ninety dollars 6 for first-year and second-year beginning teachers, to the 7 department of education for distribution to school districts 8 and area education agencies for purposes of the beginning 9 teacher mentoring and induction programs. A school district or 10 area education agency shall receive one thousand three hundred 11 dollars per beginning teacher participating in the program. 12 If the funds appropriated for the program are insufficient to 13 pay mentors, school districts, and area education agencies 14 as provided in this paragraph, the department shall prorate 15 the amount distributed to school districts and area education 16 agencies based upon the amount appropriated. Moneys received 17 by a school district or area education agency pursuant to 18 this paragraph shall be expended to provide each mentor with 19 an award of five hundred dollars per semester, at a minimum, 20 for participation in the school district’s or area education 21 agency’s beginning teacher mentoring and induction program; 22 to implement the plan; and to pay any applicable costs of the 23 employer’s share of contributions to federal social security 24 and the Iowa public employees’ retirement system or a pension 25 and annuity retirement system established under chapter 294 , 26 for such amounts paid by the district or area education agency. 27 c. For the fiscal year beginning July 1, 2012 2013 , 28 and ending June 30, 2013 2014 , up to six hundred thousand 29 dollars to the department for purposes of implementing the 30 professional development program requirements of section 284.6 , 31 assistance in developing model evidence for teacher quality 32 committees established pursuant to section 284.4, subsection 33 1 , paragraph “c” , and the evaluator training program in section 34 284.10 . For the fiscal year beginning July 1, 2012 2013 , and 4 ending June 30, 2013 2014 , an amount up to one million one 5 hundred thirty-six thousand four hundred ten dollars to 6 the department for the establishment of teacher development 7 academies in accordance with section 284.6, subsection 10 . A 8 portion of the funds allocated to the department for purposes 9 of this paragraph may be used for administrative purposes. 10 EXPLANATION 11 This bill appropriates moneys for fiscal year 2013-2014 12 from the general fund of the state to the college student aid 13 commission, the department for the blind, the department of 14 education, and the state board of regents and its institutions. 15 The bill appropriates to the department for the blind for its 16 administration. 17 The bill includes appropriations to the college student 18 aid commission for general administrative purposes, student 19 aid programs, the loan repayment program for health care 20 professionals, the national guard educational assistance 21 program, the teacher shortage loan forgiveness program, the all 22 Iowa opportunity foster care grant and scholarship programs, 23 the registered nurse and nurse educator loan forgiveness 24 program, the barber and cosmetology arts and sciences tuition 25 grant program, for skilled workforce shortage tuition grants, 26 and for the rural Iowa primary care loan repayment program. 27 The bill modifies the standing appropriations for Iowa 28 tuition grants for students attending nonprofit and for-profit 29 institutions. The bill notwithstands the $2.75 million 30 standing appropriation for the Iowa work-study program and 31 provides that the amount appropriated for fiscal year 2013-2014 32 is zero. 33 The bill appropriates moneys to the department of education 34 for purposes of the department’s general administration, 35 -19- LSB 1003HB (1) 85 kh/tm 19/ 21
