Resolution
to
honor
the
cities
of
Bettendorf,
Council

Bluffs,
Davenport,
Dubuque,
and
Marshalltown
for

their
efforts
to
improve
education.

WHEREAS,
the
All-America
Cities
awards
are
given
4
annually
by
the
National
Civic
League
(NCL)
to
5
recognize
outstanding
examples
of
community
problem
6
solving,
civic
engagement,
and
collaboration
between
7
the
public,
profit,
and
nonprofit
sectors;
and
8
WHEREAS,
in
2012
the
award
had
a
special
focus
——
9
applicants
were
asked
to
develop
comprehensive
plans
10
to
bridge
the
reading
gap
between
at-risk
students
and
11
other
learners;
and
12
WHEREAS,
in
2012
the
NCL
named
14
communities
13
All-America
Cities
which
were
recognized
for
their
14
ambitious
plans
to
ensure
that
more
children
are
15
proficient
readers
by
the
end
of
third
grade;
and
16
WHEREAS,
those
cities
so
honored
include
Bettendorf,
17
Davenport,
Dubuque,
and
Marshalltown;
and
18
WHEREAS,
the
Campaign
for
Grade-Level
Reading
19
has
named
Council
Bluffs
as
a
Community
Solutions
20
Pacesetter
for
addressing
the
challenges
that
keep
21
many
low-income
students
from
learning
to
read;
NOW

THEREFORE,

RESOLVED
BY
