House Resolution 21 - Introduced HOUSE RESOLUTION NO. 21 BY KELLEY A Resolution supporting the use of drug courts in the 1 criminal justice system. 2 WHEREAS, drug courts provide a proven budget 3 solution that benefit all facets of society; and 4 WHEREAS, drug courts are an essential component 5 of the criminal justice system and save vast criminal 6 justice and human services resources, support family 7 preservation, and keep individuals out of jail and 8 engaged in their communities as productive, tax-paying 9 citizens; and 10 WHEREAS, drug courts are an effective tool in the 11 human services and criminal justice system for saving 12 money, preserving families intact, reducing crime, and 13 serving veterans; and 14 WHEREAS, results of more than 100 program 15 evaluations and at least four meta-analytic 16 studies have yielded definitive evidence that 17 drug courts significantly improve substance-abuse 18 treatment outcomes, promote permanency for children, 19 substantially reduce drug abuse and crime, and do so at 20 less expense than any other strategy; and 21 WHEREAS, drug courts facilitate communitywide 22 partnerships, bringing together public safety, human 23 services and public health professionals, and the 24 court system in the fight against drug abuse and 25 criminality; and 26 WHEREAS, the drug court movement in the United 27 States has grown from the 12 original drug courts in 28 -1- LSB 2439HH (2) 85 jm/rj 1/ 2
H.R. 21 1994, to over 2,600 operational drug courts today; and 1 WHEREAS, there are currently at least 35 adult drug 2 court, juvenile drug court, and family treatment court 3 programs in the state of Iowa; and 4 WHEREAS, drug courts demonstrate that when one 5 person rises out of drugs and crime, all persons 6 benefit; and 7 WHEREAS, the time has come to put a drug court 8 within reach of every eligible person in need; NOW 9 THEREFORE, 10 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 11 That the House of Representatives declares that the 12 month of May 2013 be established as a Drug Court Month, 13 recognizing the significant contributions drug courts 14 have made toward reducing substance abuse, crime, and 15 recidivism while saving valuable resources. 16 -2- LSB 2439HH (2) 85 jm/rj 2/ 2
