H.J.R. 4 Section 1. The following amendment to the Constitution of 1 the State of Iowa is proposed: 2 Article I of the Constitution of the State of Iowa is amended 3 by adding the following new section: 4 Right to acquire, keep, possess, transport, carry, transfer, 5 and use arms. SEC. 1A. The right of an individual to acquire, 6 keep, possess, transport, carry, transfer, and use arms to 7 defend life and liberty and for all other legitimate purposes 8 is fundamental and shall not be infringed upon or denied. 9 Mandatory licensing, registration, or special taxation as a 10 condition of the exercise of this right is prohibited, and any 11 other restriction shall be subject to strict scrutiny. 12 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 13 amendment to the Constitution of the State of Iowa is referred 14 to the general assembly to be chosen at the next general 15 election for members of the general assembly and the secretary 16 of state is directed to cause the same to be published for 17 three consecutive months previous to the date of that election 18 as provided by law. 19 EXPLANATION 20 This joint resolution proposes an amendment to the 21 Constitution of the State of Iowa providing that the right of 22 an individual to acquire, keep, possess, transport, carry, 23 transfer, and use arms to defend life and liberty and for all 24 other legitimate purposes is fundamental and shall not be 25 infringed upon or denied.
