Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

1.
Section
8
of
Article
VII
of
the
Constitution
of
the
State
3
of
Iowa,
as
added
by
amendment
number
18
of
the
amendments
of
4
1942,
is
amended
to
read
as
follows:
5
Motor
vehicle
fees
and
fuel
taxes.
SEC.
8.
All
motor
6
vehicle
registration
fees
,
and
all
licenses
and
excise
taxes
7
on
motor
vehicle
fuel,
except
cost
of
administration,
and
all
8
amounts
generated
by
a
state
sales
tax
rate
of
five-tenths
of
9
one
percent
as
may
be
imposed
upon
the
retail
sales
price
of
10
tangible
personal
property
and
the
furnishing
of
enumerated
11
services
sold
in
this
state,
shall
be
used
exclusively
for
12
the
construction,
maintenance
and
supervision
of
the
public
13
highways
exclusively
within
the
state
or
for
the
payment
of
14
bonds
issued
or
to
be
issued
for
the
construction
of
such
15
public
highways
and
the
payment
of
interest
on
such
bonds.

Sec.
2.
PUBLICATION
AND
REFERRAL.
The
foregoing
proposed
17
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
18
to
the
general
assembly
to
be
chosen
at
the
next
general
19
election
for
members
of
the
general
assembly,
and
the
secretary
20
of
state
is
directed
to
cause
the
proposed
amendment
to
be
21
published
for
three
consecutive
months
previous
to
the
date
of
22
that
election
as
provided
by
law.

EXPLANATION
24
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
27
Constitution
of
the
State
of
Iowa
dedicating
a
portion
of
28
state
sales
and
services
tax
revenue
for
the
construction,
29
maintenance,
and
supervision
of
public
highways
or
for
30
the
payment
of
bonds
and
interest
on
bonds
issued
for
the
31
construction
of
public
highways.
The
amount
to
be
credited
is
32
the
amount
generated
by
a
sales
tax
rate
of
five-tenths
of
one
33
percent.
The
amount
is
in
addition
to
the
amounts
from
all
34
motor
vehicle
registration
fees
and
all
licenses
and
excise

which
are
currently
dedicated
to

road
funding
and
credited
to
the
road
use
tax
fund
established
