H.J.R. 2003 Section 1. The amendments to 282 Iowa administrative code, 1 rule 25.3, subrule 1, as appearing in ARC 1170C, as published 2 in the Iowa administrative bulletin, volume XXXVI, number 10, 3 dated November 13, 2013, p. 1270, are nullified. 4 Sec. 2. EFFECTIVE DATE. This joint resolution, being deemed 5 of immediate importance, takes effect upon enactment. 6 EXPLANATION 7 The inclusion of this explanation does not constitute agreement with 8 the explanation’s substance by the members of the general assembly. 9 This joint resolution nullifies the amendments to IAC 10 subrule 25.3(1) by the board of educational examiners relating 11 to prohibited conduct between licensees and former students. 12 The amendments prohibit committing or soliciting any sexual 13 conduct or soliciting, encouraging, or consummating a romantic 14 relationship between a licensee and a former student for 15 a period of 90 days following the student’s last date of 16 enrollment if the licensee previously had taught or supervised 17 the student. 18 The administrative rules review committee placed a session 19 delay on this rulemaking at its December 10, 2013, meeting. 20 The joint resolution takes effect upon enactment. 21 -1- LSB 5614YH (3) 85 jr/sc 1/ 1
