Section
1.
Section
68A.404,
subsection
3,
paragraph
a,
1
subparagraph
(2),
Code
2013,
is
amended
to
read
as
follows:

(2)
A
report
filed
as
a
result
of
this
paragraph
“a”
shall

not
require
the
identification
of
individual
members
who
4
pay
dues
to
a
labor
union,
organization,
or
association,
or
5
individual
stockholders
of
a
business
corporation.
A
Except
6
as
provided
in
subsection
5,
paragraph
“i”
,
a
report
filed
as
a
7
result
of
this
paragraph
“a”
shall
not
require
the
disclosure
8
of
any
donor
or
other
source
of
funding
to
the
person
making
9
the
independent
expenditure
except
when
the
donation
or
source
10
of
funding,
or
a
portion
of
the
donation
or
source
of
funding,
11
was
provided
for
the
purpose
of
furthering
the
independent
12
expenditure.

Sec.
2.
Section
68A.404,
subsection
5,
Code
2013,
is
amended
14
by
adding
the
following
new
paragraphs:

PARAGRAPH
.
h.
The
name
and
address
of
every
contributor
16
or
other
source
of
funding
in
excess
of
twenty-five
dollars
17
which
was
provided
for
the
purpose
of
furthering
the
18
independent
expenditure.

.
i.
If
the
person
making
the
independent
20
expenditure
receives
a
contribution
from
a
person
or
individual
21
of
five
thousand
dollars
or
more
in
the
twelve
months
prior
to
22
the
independent
expenditure
being
made
and
the
contribution
23
was
not
given
for
the
purpose
of
furthering
the
independent
24
expenditure,
the
names
and
addresses
of
the
two
contributors
25
who
gave
the
largest
and
next
largest
contribution
to
the
26
person
making
the
independent
expenditure
during
the
twelve
27
months
prior
to
the
independent
expenditure
being
made.

Section
68A.405,
subsection
1,
paragraph
h,
Code

2013,
is
amended
to
read
as
follows:

If
the
published
material
is
the
result
of
an
independent

expenditure
subject
to
section
68A.404
,
the
published
material

shall
include
a
statement
that
the
published
material
was
not
33
authorized
by
any
candidate,
candidate’s
committee,
or
ballot

issue
committee.
The
statement
shall
also
identify
the
persons

EXPLANATION
3
This
bill
makes
changes
relating
to
independent
4
expenditures.

The
bill
requires
that
independent
expenditure
statements
6
filed
with
the
ethics
and
campaign
disclosure
board
include
7
the
names
and
addresses
of
contributors
who
have
contributed
8
more
than
$25
for
the
purpose
of
furthering
the
independent
9
expenditure.
The
bill
also
requires
that
the
independent
10
expenditure
statement
include
the
names
and
addresses
of
11
persons
or
individuals
who
gave
the
largest
and
next
largest
12
contributions
to
the
person
making
the
independent
expenditure
13
during
the
12
months
prior
to
the
independent
expenditure
14
being
made
if
any
contribution
over
that
same
time
period
15
to
the
person
making
the
independent
expenditure
was
$5,000
16
or
more
and
was
not
given
for
the
purpose
of
furthering
the
17
independent
expenditure.
The
bill
further
requires
that
the
18
attribution
statement
on
published
material
that
is
funded
19
by
an
independent
expenditure
must
also
identify
those
two
20
contributors.
