H.F. 69 Section 1. Section 280.13C, subsection 1, paragraph b, Code 1 2013, is amended to read as follows: 2 b. Annually, each school district and nonpublic school shall 3 provide to the parent or guardian of each student a concussion 4 and brain injury information sheet, as provided by the Iowa 5 high school athletic association and the Iowa girls high 6 school athletic union. The student and the student’s parent 7 or guardian shall sign and return the concussion and brain 8 injury information sheet to the student’s school prior to the 9 student’s participation in any extracurricular interscholastic 10 activity for grades seven six through twelve. 11 Sec. 2. Section 280.13C, subsection 1, Code 2013, is amended 12 by adding the following new paragraph: 13 NEW PARAGRAPH . c. Annually, each school district and 14 nonpublic school shall ensure that each coach has completed a 15 basic course in the signs, symptoms, and behaviors consistent 16 with concussions and other brain injuries as well as basic 17 response protocols for concussions and other brain injuries. 18 The basic course shall use materials available through a 19 nationally recognized education program such as free online 20 training offered for this purpose through the centers for 21 disease control and prevention of the United States department 22 of health and human services or similar training. Each school 23 district and nonpublic school shall document compliance with 24 this paragraph. 25 EXPLANATION 26 This bill requires each school district and nonpublic 27 school to annually ensure that each coach has completed a 28 basic course in the signs, symptoms, and behaviors consistent 29 with concussions and other brain injuries as well as basic 30 response protocols for concussions and other brain injuries. 31 The bill provides that the basic course shall use materials 32 available through a nationally recognized education program 33 such as free online training offered for such purpose through 34 the centers for disease control and prevention of the United 35 -1- LSB 1621YH (1) 85 je/nh 1/ 2
