1.
PURPOSE
——
IOWA
NUTRIENT
REDUCTION
STRATEGY.

1.
The
purpose
of
this
Act
is
to
provide
appropriations
4
necessary
to
support
an
Iowa
nutrient
reduction
strategy
5
in
order
to
assess
and
reduce
nitrogen
and
phosphorus
in
6
this
state’s
water
sources,
and
especially
its
watersheds
as
7
provided
in
section
466B.3A,
as
enacted
in
this
Act.

2.
The
moneys
appropriated
in
this
Act
shall
be
expended
9
in
a
scientific,
reasonable,
accountable,
and
cost-effective
10
manner,
with
specific
water
quality
improvements
and
timelines.
11
The
moneys
shall
be
expended
in
a
manner
consistent
with
12
the
latest
revision
of
the
document
entitled
“Iowa
Nutrient
13
Reduction
Strategy”
initially
presented
in
November
2012
by
the
14
department
of
agriculture
and
land
stewardship,
the
department
15
of
natural
resources,
and
Iowa
state
university
of
science
and
16
technology.

allow
soil
and
water
conservation

districts
to
conduct
auctions
in
which
persons
holding
an

interest
in
agricultural
land
may
participate
by
contributing

percent
or
more
of
the
amount
required
to
establish
a
soil

and
water
conservation
practice.
A
district
may
use
any
5
moneys
saved
under
the
program
to
administer
section
161A.73,
6
including
by
soliciting
and
approving
applications,
overseeing
7
projects,
and
providing
technical
assistance.

Except
as
provided
in
subsection
2,
moneys
appropriated

in
subsection
1
shall
not
be
used
for
administrative
purposes.

The
department
of
agriculture

land
stewardship
shall

final
watershed
project
report.

Each
final
watershed
project
report
shall
include

information
regarding
the
expenditure
of
moneys
appropriated
31
under
this
division
for
water
quality
improvement,
direct
and

indirect
measures
of
improvement
in
water
quality
in
priority

watersheds
approved
by
the
water
resources
coordinating

council
established
pursuant
to
section
466B.3
in
a
manner

voluntary

improve
water

quality.

The
department
shall
submit
its
preliminary
report
to

the
governor
and
general
assembly
by
November
15,
2014,
and
its

final
report
by

15,
2015.

Sec.

REVERSION.
Notwithstanding
section
8.33,

moneys
appropriated
in
this
division
of
this
Act
that
remain

unencumbered
or
unobligated
at
the
close
of
the
fiscal
year

shall
not
revert
but
shall
remain
available
to
be
used
for
the

purposes

until

strategy
is

framework

reduce
nutrients

this
state’s

watersheds,

subwatersheds,

regional
watersheds.

The
strategy
shall
be
used
to
establish
and
administer

to
reduce
nutrients

waters

sources

scientific,
