The appropriations made in this subsection are in the 10 amounts anticipated to be received from the federal government 11 for the designated federal fiscal years under 42 U.S.C., ch. 12 6A, subch. XVII, part B, subpart ii, which provides for the 13 prevention and treatment of substance abuse block grant. 14 The department shall expend the funds appropriated in this 15 subsection as provided in the federal law making the funds 16 available and in conformance with chapter 17A. 17 b. Of the funds appropriated for each federal fiscal year 18 in this subsection, an amount not exceeding 5 percent shall be 19 used by the department for administrative expenses. 20 c. (1) For the fiscal year beginning July 1, 2013, the 21 department shall expend no less than an amount equal to the 22 amount expended for treatment services in the state fiscal 23 year beginning July 1, 2012, for pregnant women and women with 24 dependent children. 25 (2) For the fiscal year beginning July 1, 2014, the 26 department shall expend no less than an amount equal to the 27 amount expended for treatment services in the state fiscal 28 year beginning July 1, 2013, for pregnant women and women with 29 dependent children. 30 d. At least 20 percent of the funds remaining from the 3 appropriation made in subsection 1 for each federal fiscal year 4 shall be allocated for prevention programs. 5 3. In implementing the federal prevention and treatment of 6 substance abuse block grant under 42 U.S.C., ch. 6A, subch. 7 XVII, and any other applicable provisions of the federal Public 8 Health Service Act under 42 U.S.C., ch. 6A, the department 9 shall apply the provisions of Pub. L. No. 106-310, § 3305, 10 as codified in 42 U.S.C. § 300x-65, relating to services 11 under such federal law being provided by religious and other 12 nongovernmental organizations. 13 Sec. 2. COMMUNITY MENTAL HEALTH SERVICES APPROPRIATION. 14 1. a. The appropriations made in this subsection are in the 21 amounts anticipated to be received from the federal government 22 for the designated federal fiscal years under 42 U.S.C., ch. 23 6A, subch. XVII, part B, subpart i, which provides for the 24 community mental health services block grant. The department 25 shall expend the funds appropriated in this subsection as 26 provided in the federal law making the funds available and in 27 conformance with chapter 17A. 28 c. The department shall allocate not less than 95 percent 29 of the amount of the block grant each federal fiscal year 30 to eligible community mental health services providers for 31 carrying out the plan submitted to and approved by the federal 32 substance abuse and mental health services administration for 33 the fiscal year involved. 34 d. Of the amount allocated to eligible services providers 35 -2- LSB 1018HV (1) 85 jp/tm 2/ 21
H.F. 614 in paragraph “c”, 70 percent of the amount each federal fiscal 1 year shall be distributed to the state’s accredited community 2 mental health centers designated in accordance with chapter 3 230A. The funding distributed shall be used by recipients 4 of the funding for the purpose of developing and providing 5 evidence-based practices and emergency services to adults with 6 a serious mental illness and children with a serious emotional 7 disturbance. The distribution amounts shall be announced at 8 the beginning of the federal fiscal year and distributed on 9 a quarterly basis according to the formulas used in previous 10 fiscal years. Recipients shall submit quarterly reports 11 containing data consistent with the performance measures 12 approved by the federal substance abuse and mental health 13 services administration. 14 2. An amount not exceeding 5 percent of the funds 15 appropriated in subsection 1 for each federal fiscal year shall 16 be used by the department of human services for administrative 17 expenses. From the funds set aside by this subsection for 18 administrative expenses, the department shall pay to the 19 auditor of state an amount sufficient to pay the cost of 20 auditing the use and administration of the state’s portion of 21 the funds appropriated in subsection 1. The auditor of state 22 shall bill the department for the costs of the audits. 23 Sec. 3. MATERNAL AND CHILD HEALTH SERVICES APPROPRIATIONS. 24 1. H.F. 614 appropriated in this subsection as provided in the federal law 1 making the funds available and in conformance with chapter 17A. 2 b. Funds appropriated in this subsection shall not be used 3 by the university of Iowa hospitals and clinics for indirect 4 costs. 5 2. An amount not exceeding 10 percent of the funds 6 appropriated in subsection 1 for each federal fiscal year shall 7 be used by the department of public health for administrative 8 expenses. 9 3. The departments of public health, human services, and 10 education and the university of Iowa’s mobile and regional 11 child health specialty clinics shall continue to pursue to the 12 maximum extent feasible the coordination and integration of 13 services to women and children. 14 4. a. Sixty-three percent of the amount remaining after 15 the allocation made in subsection 2 for each federal fiscal 16 year shall be allocated to supplement appropriations for 17 maternal and child health programs within the department of 18 public health. Thirty-seven percent of the amount remaining after 26 the allocation made in subsection 2 for each federal fiscal 27 year shall be allocated to the university of Iowa hospitals 28 and clinics under the control of the state board of regents 29 for mobile and regional child health specialty clinics. The 30 university of Iowa hospitals and clinics shall not receive an 31 allocation for indirect costs from the funds for this program. 32 Priority shall be given to establishment and maintenance of a 33 statewide system of mobile and regional child health specialty 34 clinics. 35 -4- LSB 1018HV (1) 85 jp/tm 4/ 21

The department of public health shall administer the 1 statewide maternal and child health program and the disabled 2 children’s program by conducting mobile and regional child 3 health specialty clinics and conducting other activities to 4 improve the health of low-income women and children and to 5 promote the welfare of children with actual or potential 6 handicapping conditions and chronic illnesses in accordance 7 with the requirements of Tit. V of the federal Social Security 8 Act. 9 Sec. 4. PREVENTIVE HEALTH AND HEALTH SERVICES 10 APPROPRIATIONS. 11 1. There is appropriated from the fund created by section 12 8.41 to the department of public health for the following 13 federal fiscal years beginning October 1, and ending September 14 30, the following amounts: 15 FFY 2013-2014 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 820,982 16 FFY 2014-2015 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 820,982 17 The appropriations made in this subsection are in the 18 amounts anticipated to be received from the federal government 19 for the designated federal fiscal years under 42 U.S.C., ch. 20 6A, subch. XVII, part A, which provides for the preventive 21 health and health services block grant. The department shall 22 expend the funds appropriated in this subsection as provided in 23 the federal law making the funds available and in conformance 24 with chapter 17A. 25 2. Of the funds appropriated in subsection 1 for each 26 federal fiscal year, an amount not exceeding 10 percent shall 27 be used by the department for administrative expenses. 28 3. Of the funds appropriated in subsection 1 for each 29 federal fiscal year, the specific amount of funds stipulated 30 by the notice of the block grant award shall be allocated for 31 services to victims of sex offenses and for rape prevention 32 education. 33 4. After deducting the funds allocated in subsections 2 and 34 3, the remaining funds appropriated in subsection 1 for each 35 -5- LSB 1018HV (1) 85 jp/tm 5/ 21
H.F. 614 federal fiscal year may be used by the department for healthy 1 people 2020 and Iowa’s health improvement plan 2012-2016 2 program objectives, preventive health advisory committee, and 3 risk reduction services, including nutrition programs, health 4 incentive programs, chronic disease services, emergency medical 5 services, monitoring of the fluoridation program and start-up 6 fluoridation grants, and acquired immune deficiency syndrome 7 services. The moneys specified in this subsection shall not be 8 used by the university of Iowa hospitals and clinics or by the 9 state hygienic laboratory for the funding of indirect costs. 10 Sec. 5. STOP VIOLENCE AGAINST WOMEN GRANT PROGRAM 11 APPROPRIATION. 12 1. There is appropriated from the fund created by section 13 8.41 to the department of justice for the following federal 14 fiscal years beginning October 1, and ending September 30, the 15 following amounts: 16 FFY 2013-2014 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,571,978 17 FFY 2014-2015 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,571,978 18 The appropriations made in this subsection are in the 19 amounts anticipated to be received from the federal government 20 for the designated fiscal years under 42 U.S.C., ch. 46, 21 subch. XII-H which provides for grants to combat violent 22 crimes against women. The department of justice shall expend 23 the funds appropriated in this subsection as provided in the 24 federal law making the funds available and in conformance with 25 chapter 17A. 26 2. An amount not exceeding 10 percent of the funds 27 appropriated in subsection 1 shall be used by the department of 28 justice for administrative expenses. From the funds set aside 29 by this subsection for administrative expenses, the department 30 shall pay to the auditor of state an amount sufficient to pay 31 the cost of auditing the use and administration of the state’s 32 portion of the funds appropriated in subsection 1. 33 Sec. 6. RESIDENTIAL SUBSTANCE ABUSE TREATMENT FOR STATE 34 PRISONERS FORMULA GRANT PROGRAM. There is appropriated from 35 -6- LSB 1018HV (1) 85 jp/tm 6/ 21

The drug 11 policy coordinator shall expend the funds appropriated in this 12 section as provided in federal law making the funds available 13 and in conformance with chapter 17A. 14 Sec. 7. EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT 15 PROGRAM APPROPRIATION. The drug policy coordinator shall expend the 26 funds appropriated in this section as provided in the federal 27 law making the funds available and in conformance with chapter 28 17A. 29 Sec. 8. COMMUNITY SERVICES APPROPRIATIONS. 30 1. a. Each federal fiscal year, the administrator of the 11 division of community action agencies of the department 12 of human rights shall allocate not less than 96 percent of 13 the amount of the block grants to eligible community action 14 agencies for programs benefiting low-income persons. Each 15 eligible agency shall receive a minimum allocation of not 16 less than $100,000. The minimum allocation shall be achieved 17 by redistributing increased funds from agencies experiencing 18 a greater share of available funds. The funds shall be 19 distributed on the basis of the poverty-level population in the 20 area represented by the community action areas compared to the 21 size of the poverty-level population in the state. 22 2. An amount not exceeding 4 percent of the funds 23 appropriated in subsection 1 for each federal fiscal year shall 24 be used by the division of community action agencies of the 25 department of human rights for administrative expenses. From 26 the funds set aside by this subsection for administrative 27 expenses, the division of community action agencies of the 28 department of human rights shall pay to the auditor of state 29 an amount sufficient to pay the cost of auditing the use and 30 administration of the state’s portion of the funds appropriated 31 in subsection 1. The auditor of state shall bill the division 32 of community action agencies for the costs of the audits. 33 Sec. 9. COMMUNITY DEVELOPMENT APPROPRIATIONS. 34 1. An amount not exceeding $1,055,000 for the federal 13 fiscal year beginning October 1, 2013, shall be used by the 14 economic development authority for administrative expenses for 15 the community development block grant. The total amount used 16 for administrative expenses includes $577,500 for the federal 17 fiscal year beginning October 1, 2013, of funds appropriated 18 in subsection 1 and a matching contribution from the state 19 equal to $477,500 from the appropriation of state funds for 20 the community development block grant and state appropriations 21 for related activities of the economic development authority. 22 From the funds set aside for administrative expenses by this 23 subsection, the economic development authority shall pay to 24 the auditor of state an amount sufficient to pay the cost of 25 auditing the use and administration of the state’s portion of 26 the funds appropriated in subsection 1. The auditor of state 27 shall bill the authority for the costs of the audit. 28 b. An amount not exceeding $1,055,000 for the federal 29 fiscal year beginning October 1, 2014, shall be used by the 30 economic development authority for administrative expenses for 31 the community development block grant. The total amount used 32 for administrative expenses includes $577,500 for the federal 33 fiscal year beginning October 1, 2014, of funds appropriated 34 in subsection 1 and a matching contribution from the state 35 -9- LSB 1018HV (1) 85 jp/tm 9/ 21
H.F. 614 equal to $477,500 from the appropriation of state funds for 1 the community development block grant and state appropriations 2 for related activities of the economic development authority. 3 From the funds set aside for administrative expenses by this 4 subsection, the economic development authority shall pay to 5 the auditor of state an amount sufficient to pay the cost of 6 auditing the use and administration of the state’s portion of 7 the funds appropriated in subsection 1. The auditor of state 8 shall bill the authority for the costs of the audit. 9 Sec. 10. LOW-INCOME HOME ENERGY ASSISTANCE APPROPRIATIONS. 10 1. II, which provides for the low-income home energy 21 assistance block grants. The division of community action 22 agencies of the department of human rights shall expend the 23 funds appropriated in this subsection as provided in the 24 federal law making the funds available and in conformance with 25 chapter 17A. 26 2. Up to 15 percent of the amount appropriated in this 27 section that is actually received for each federal fiscal year 28 shall be used for residential weatherization or other related 29 home repairs for low-income households. Of this allocation 30 amount, not more than 10 percent may be used for administrative 31 expenses. 32 3. After subtracting the allocation in subsection 2, up to 33 10 percent of the remaining moneys for each federal fiscal year 34 are allocated for administrative expenses of the low-income 35 -10- LSB 1018HV (1) 85 jp/tm 10/ 21
H.F. 614 home energy assistance program of which $377,000 is allocated 1 each federal fiscal year for administrative expenses of the 2 division. The costs of auditing the use and administration 3 of the portion of the appropriation in this section that is 4 retained by the state shall be paid from the amount allocated 5 in this subsection each federal fiscal year to the division. 6 The auditor of state shall bill the division for the audit 7 costs. 8 4. The remaining moneys of the appropriation made in this 9 section for each federal fiscal year following the allocations 10 made in subsections 2 and 3, shall be used to help eligible 11 households as defined in 42 U.S.C., ch. 94, subch. II, to meet 12 home energy costs. 13 5. Not more than 10 percent of the amount appropriated in 14 this section each federal fiscal year that is actually received 15 may be carried forward for use in the succeeding federal fiscal 16 year. 17 6. Expenditures for assessment and resolution of energy 18 problems shall be limited to not more than 5 percent of the 19 amount appropriated in this section for each federal fiscal 20 year that is actually received. 21 Sec. 11. SOCIAL SERVICES APPROPRIATIONS. 22 1. SOCIAL SERVICES BLOCK GRANT PLAN. The department 14 of human services during each state fiscal year shall develop a 15 plan for the use of federal social services block grant funds 16 for the subsequent state fiscal year. 17 The proposed plan shall include all programs and services 18 at the state level which the department proposes to fund with 19 federal social services block grant funds, and shall identify 20 state and other funds which the department proposes to use to 21 fund the state programs and services. 22 The proposed plan shall also include all local programs and 23 services which are eligible to be funded with federal social 24 services block grant funds, the total amount of federal social 25 services block grant funds available for the local programs and 26 services, and the manner of distribution of the federal social 27 services block grant funds to the counties. The proposed plan 28 shall identify state and local funds which will be used to fund 29 the local programs and services. 30 The proposed plan shall be submitted with the department’s 31 budget requests to the governor and the general assembly. 32 Sec. 13. PROJECTS FOR ASSISTANCE IN TRANSITION FROM 33 HOMELESSNESS. 34 1. Upon receipt of the minimum formula grant from 35 -13- LSB 1018HV (1) 85 jp/tm 13/ 21
H.F. 614 the federal substance abuse and mental health services 1 administration to provide mental health services for the 2 homeless, for the federal fiscal years beginning October 1, 3 2013, and October 1, 2014, the department of human services 4 shall assure that a project which receives funds under the 5 formula grant shall do all of the following: 6 a. Provide outreach and engagement to homeless individuals 7 and individuals at risk of homelessness and assesses those 8 individuals for serious mental illness. 9 b. Enroll those individuals with serious mental illness who 10 are willing to accept services through the project. 11 c. Provide case management to homeless persons. 12 d. Provide appropriate training to persons who provide 13 services to persons targeted by the grant. 14 e. Assure a local match share of 25 percent. 15 f. Refer homeless individuals and individuals at risk of 16 homelessness to primary health care, job training, educational 17 services, and relevant housing services. 18 2. A project may expend funds for community mental health 19 services, diagnostic services, crisis intervention services, 20 habilitation and rehabilitation services, substance-related 21 disorder services, supportive and supervisory services to 22 homeless persons living in residential settings that are 23 not otherwise supported, and housing services including 24 minor renovation, expansion, and repair of housing, security 25 deposits, planning of housing, technical assistance in 26 applying for housing, improving the coordination of housing 27 services, the costs associated with matching eligible homeless 28 individuals with appropriate housing, and one-time rental 29 payments to prevent eviction. 30 Sec. 14. CHILD CARE AND DEVELOPMENT APPROPRIATION. There 31 is appropriated from the fund created by section 8.41 to 32 the department of human services for the following federal 33 fiscal years beginning October 1, and ending September 30, the 34 following amounts: 35 -14- LSB 1018HV (1) 85 jp/tm 14/ 21

II-B, which provides for the child care and 6 development block grant. The department shall expend the funds 7 appropriated in this section as provided in the federal law 8 making the funds available and in conformance with chapter 17A. 9 Moneys appropriated in this section that remain unencumbered 10 or unobligated at the close of the fiscal year shall revert to 11 be available for appropriation for purposes of the child care 12 and development block grant in the succeeding fiscal year. 13 Sec. 15. PROCEDURE FOR REDUCED FEDERAL FUNDS. 14 1. If the funds received from the federal government for the 15 block grants specified in this Act are less than the amounts 16 appropriated, the funds actually received shall be prorated 17 by the governor for the various programs, other than for the 18 services to victims of sex offenses and for rape prevention 19 education under section 4, subsection 3, of this Act, for which 20 each block grant is available according to the percentages that 21 each program is to receive as specified in this Act. However, 22 if the governor determines that the funds allocated by the 23 percentages will not be sufficient to accomplish the purposes 24 of a particular program, or if the appropriation is not 25 allocated by percentage, the governor may allocate the funds in 26 a manner which will accomplish to the greatest extent possible 27 the purposes of the various programs for which the block grants 28 are available. 29 2. Before the governor implements the actions provided for 30 in subsection 1, the following procedures shall be taken: 31 a. The chairpersons and ranking members of the senate and 32 house standing committees on appropriations, the appropriate 33 chairpersons and ranking members of subcommittees of those 34 committees, and the director of the legislative services agency 35 -15- LSB 1018HV (1) 85 jp/tm 15/ 21
H.F. 614 shall be notified of the proposed action. 1 b. The notice shall include the proposed allocations, 2 and information on the reasons why particular percentages or 3 amounts of funds are allocated to the individual programs, 4 the departments and programs affected, and other information 5 deemed useful. Chairpersons and ranking members notified shall 6 be allowed at least two weeks to review and comment on the 7 proposed action before the action is taken. 8 Sec. 16. PROCEDURE FOR INCREASED FEDERAL FUNDS. 9 1. If funds received from the federal government in the form 10 of block grants exceed the amounts appropriated in sections 1, 11 2, 3, 4, 7, 9, and 11 of this Act, the excess shall be prorated 12 to the appropriate programs according to the percentages 13 specified in those sections, except additional funds shall not 14 be prorated for administrative expenses. 15 2. If actual funds received from the federal government 16 from block grants exceed the amount appropriated in section 10 17 of this Act for the low-income home energy assistance program, 18 not more than 10 percent of the excess may be allocated to the 19 low-income residential weatherization program and not more than 20 15 percent of the excess may be used for administrative costs. 21 3. If funds received from the federal government from 22 community services block grants exceed the amount appropriated 23 in section 8 of this Act, 100 percent of the excess is 24 allocated to the community services block grant program. 25 Sec. 17. PROCEDURE FOR EXPENDITURE OF ADDITIONAL FEDERAL 26 FUNDS. If other federal grants, receipts, and funds and other 27 nonstate grants, receipts, and funds become available or are 28 awarded which are not available or awarded during the period 29 in which the general assembly is in session, but which require 30 expenditure by the applicable department or agency prior to 31 March 15 of the fiscal years beginning July 1, 2013, and July 32 1, 2014, these grants, receipts, and funds are appropriated to 33 the extent necessary, provided that the fiscal committee of 34 the legislative council is notified within 30 days of receipt 35 -16- LSB 1018HV (1) 85 jp/tm 16/ 21
H.F. 614 of the grants, receipts, or funds and the fiscal committee of 1 the legislative council has an opportunity to comment on the 2 expenditure of the grants, receipts, or funds. 3 Sec. 18. The appropriation made in this section is in the 25 federally designated amount awarded to the state through the 26 federal community development block grant’s disaster recovery 27 enhancement fund pursuant to the federal Consolidated Security, 28 Disaster Assistance, and Continuing Appropriations Act, 2009, 29 Pub. L. No. 110-329. 30 3. The economic development authority shall expend the 31 funds appropriated in this section for disaster relief, 32 long-term recovery, and restoration of infrastructure as 33 provided in the federal law making the funds available and 34 in conformance with chapter 17A. From the funds 2 set aside for administrative expenses, the authority shall pay 3 to the auditor of state an amount sufficient to pay the cost of 4 auditing the use and administration of the state’s portion of 5 the funds appropriated in this section. 6 Sec. 20. COMMUNITY DEVELOPMENT BLOCK GRANT —— NEIGHBORHOOD 7 STABILIZATION ASSISTANCE. 8 1. There is appropriated from the fund created by section 9 8.41 to the economic development authority for the federal 10 fiscal year beginning October 1, 2010, and ending September 30, 11 2011, the following amount: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,000,000 13 2. The appropriation made is the amount received from the 14 federal government for the designated federal fiscal year for 15 community development block grant neighborhood stabilization 16 assistance awarded to the state under the federal Dodd-Frank 17 Wall Street Reform and Consumer Protection Act, Pub. L. No. 18 111-203, § 1497. 19 3. The economic development authority shall expend 20 the funds appropriated in this section for assistance for 21 redevelopment of abandoned and foreclosed homes and residential 22 properties, known as the neighborhood stabilization program, 23 as provided in the federal law making the funds available and 24 in conformance with chapter 17A. An amount not to exceed 4 25 percent of the funds appropriated in this section shall be used 26 by the department for administrative expenses. From the funds 27 set aside for administrative expenses, the department shall pay 28 to the auditor of state an amount sufficient to pay the cost of 29 auditing the use and administration of the state’s portion of 30 the funds appropriated in this section. 31 Sec. 21. APPLICABILITY —— DISASTER RECOVERY ENHANCEMENT 32 FUND. The section of this division of this Act appropriating 33 federal funding to the economic development authority that was 34 awarded to the state through the federal community development 35 -19- LSB 1018HV (1) 85 jp/tm 19/ 21
H.F. 614 block grant’s disaster recovery enhancement fund for FFY 1 2007-2008 applies retroactively to October 1, 2007. 2 Sec. 22. APPLICABILITY —— NEIGHBORHOOD STABILIZATION 3 ASSISTANCE. The section of this division of this Act 4 appropriating federal funding to the economic development 5 authority that was awarded to the state for neighborhood 6 stabilization assistance for FFY 2010-2011 applies 7 retroactively to October 1, 2010. 8 Sec. 23. EFFECTIVE UPON ENACTMENT. This division of this 9 Act, being deemed of immediate importance, takes effect upon 10 enactment. 11 EXPLANATION 12 This bill makes appropriations of federal block grants, 13 other federal funds, and nonstate funds. 14 FFY 2013-2014 AND FFY 2014-2015. This division appropriates 15 for the 2013-2014 federal fiscal year and the 2014-2015 federal 16 fiscal year block grants available from the federal government 17 and provides procedures for increasing or decreasing the 18 appropriations if the amounts block grants are increased or 19 decreased from the amounts anticipated. The federal fiscal 20 year begins on October 1, and the state fiscal year begins July 21 1. 22 The bill also makes standing appropriations for the 23 2013-2014 state fiscal year and the 2014-2015 state fiscal year 24 of other federal grants receipts, and funds, and other nonstate 25 funds. 26 PREVIOUS FEDERAL FISCAL YEARS. This division appropriates 27 to the economic development authority federal funding received 28 through the federal community development block grant’s 29 disaster recovery enhancement fund pursuant to the federal 30 Consolidated Security, Disaster Assistance, and Continuing 31 Appropriations Act, for federal fiscal year 2007-2008. This 32 provision is retroactively applicable to October 1, 2007. 33 Federal funding is also appropriated to the authority 34 for neighborhood stabilization assistance under the federal 35 -20- LSB 1018HV (1) 85 jp/tm 20/ 21
