NEW
SECTION

School
bus
stop
arm
camera

pilot
program.

1.
The
department
of
education
shall
establish
a
school
3
bus
stop
arm
camera
pilot
program
in
coordination
with
the
4
department
of
administrative
services,
the
department
of
5
transportation,
and
participating
school
districts.
The
6
department
shall
develop
procedures
and
specifications
for
the
7
solicitation
of
bids
for
the
purchase
of
school
bus
stop
arm
8
cameras
to
be
used
by
participating
school
districts.
The
9
department
may
award
a
contract
for
purchase
to
any
bidder
or
10
bidders
responsive
to
the
needs
of
at
least
one
participating
11
school
district.
However,
a
participating
school
district
must
12
accept
a
bid
for
which
the
department
awards
a
contract
for
13
purchases
by
the
school
district.

2.
The
department
shall
establish
an
application
process
15
for
school
districts
to
participate
in
the
program
and
16
shall
not
implement
the
program
unless
at
least
three
school
17
districts
successfully
apply.
The
department
shall
encourage
18
school
districts
of
diverse
size
and
location
to
apply
for
the
19
program.

A
participating
school
district
shall
install
school
bus
21
stop
arm
cameras
received
through
the
program
on
at
least
three
22
school
buses
used
by
the
school
district.
The
department
and
23
participating
school
districts
shall
jointly
share
the
costs
of
24
purchasing
and
installing
school
bus
stop
arm
cameras
pursuant
25
to
the
program.
The
department’s
share
of
purchasing
and
26
installation
costs
under
the
program
shall
not
exceed
fifteen
27
thousand
dollars
per
fiscal
year.

The
department
of
education,
in
coordination
with

the
department
of
administrative
services,
the
department
of
30
transportation,
and
participating
school
districts,
shall
31
submit
a
report
on
the
program
detailing
program
outcomes,
32
findings,
and
recommendations
to
the
general
assembly
by
33
January
8,
2016.

This
section
is
repealed
effective
June
30,
2016.

EXPLANATION
1
This
bill
directs
the
