EARLY CHILDHOOD IOWA FUND —— GENERAL AID 8 For deposit in the school ready children grants account of 9 the early childhood Iowa fund created in section 256I.11: 10 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,386,113 11 a. From the moneys deposited in the school ready children 12 grants account for the fiscal year beginning July 1, 2013, and 13 ending June 30, 2014, not more than $265,950 is allocated for 14 the early childhood Iowa office and other technical assistance 15 activities. The early childhood Iowa state board shall direct 16 staff to work with the early childhood stakeholders alliance 17 created in section 256I.12 to inventory technical assistance 18 needs. Moneys allocated under this lettered paragraph may be 19 used by the early childhood Iowa state board for the purpose of 20 skills development and support for ongoing training of staff. 21 However, except as otherwise provided in this subsection, 22 moneys shall not be used for additional staff or for the 23 reimbursement of staff. 24 b. As a condition of receiving moneys appropriated in 25 this subsection, each early childhood Iowa area board shall 26 report to the early childhood Iowa state board progress on 27 each of the local indicators approved by the area board. Each 28 early childhood Iowa area board must also submit an annual 29 budget for the area’s comprehensive school ready children 30 grant developed for providing services for children from birth 31 through five years of age, and provide other information 32 specified by the early childhood Iowa state board, including 33 budget amendments as needed. The early childhood Iowa state 34 board shall establish a submission deadline for the annual 35 -6- LSB 1003HV (3) 85 kh/tm 6/ 37
H.F. 604 budget and any budget amendments that allow a reasonable period 1 of time for preparation by the early childhood Iowa area boards 2 and for review and approval or request for modification of 3 the materials by the early childhood Iowa state board. In 4 addition, each early childhood Iowa area board must continue to 5 comply with reporting provisions and other requirements adopted 6 by the early childhood Iowa state board in implementing section 7 256I.9. 8 c. Of the amount appropriated in this subsection for 9 deposit in the school ready children grants account of the 10 early childhood Iowa fund, $2,318,018 shall be used for efforts 11 to improve the quality of early care, health, and education 12 programs. Moneys allocated pursuant to this paragraph may be 13 used for additional staff and for the reimbursement of staff. 14 The early childhood Iowa state board may reserve a portion 15 of the allocation, not to exceed $88,650, for the technical 16 assistance expenses of the early childhood Iowa state office, 17 including the reimbursement of staff, and shall distribute 18 the remainder to early childhood Iowa areas for local quality 19 improvement efforts through a methodology identified by the 20 early childhood Iowa state board to make the most productive 21 use of the funding, which may include use of the distribution 22 formula, grants, or other means. 23 d. Of the amount appropriated in this subsection for 24 deposit in the school ready children grants account of 25 the early childhood Iowa fund, $825,030 shall be used for 26 support of professional development and training activities 27 for persons working in early care, health, and education by 28 the early childhood Iowa state board in collaboration with 29 the professional development component group of the early 30 childhood Iowa stakeholders alliance maintained pursuant to 31 section 256I.12, subsection 7, paragraph “b”, and the early 32 childhood Iowa area boards. Expenditures shall be limited to 33 professional development and training activities agreed upon by 34 the parties participating in the collaboration. 35 -7- LSB 1003HV (3) 85 kh/tm 7/ 37
H.F. 604 9. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 1 ASSISTANCE 2 a. The amount appropriated in this subsection shall be 6 used for early care, health, and education programs to assist 7 low-income parents with tuition for preschool and other 8 supportive services for children ages three, four, and five 9 who are not attending kindergarten in order to increase the 10 basic family income eligibility requirement to not more than 11 200 percent of the federal poverty level. In addition, if 12 sufficient funding is available after addressing the needs of 13 those who meet the basic income eligibility requirement, an 14 early childhood Iowa area board may provide for eligibility 15 for those with a family income in excess of the basic income 16 eligibility requirement through use of a sliding scale or other 17 copayment provisions. 18 10. EARLY CHILDHOOD IOWA FUND —— FAMILY SUPPORT AND PARENT 19 EDUCATION 20 a. ENERGY COST-SAVINGS PROJECTS —— FINANCING. For 17 the fiscal year beginning July 1, 2013, and ending June 30, 18 2014, the state board of regents may use notes, bonds, or 19 other evidences of indebtedness issued under section 262.48 to 20 finance projects that will result in energy cost savings in an 21 amount that will cause the state board to recover the cost of 22 the projects within an average of six years. 23 Sec. 9. PRESCRIPTION DRUG COSTS. Notwithstanding section 24 270.7, the department of administrative services shall pay 25 the state school for the deaf and the Iowa braille and sight 26 saving school the moneys collected from the counties during the 27 fiscal year beginning July 1, 2013, for expenses relating to 28 prescription drug costs for students attending the state school 29 for the deaf and the Iowa braille and sight saving school. 30 Sec. 10. Section 284.13, subsection 1, paragraphs a, b, c, 31 and d, Code 2013, are amended to read as follows: 32 a. Of the amount allocated under this 2 paragraph, not less than eighty-five thousand dollars shall 3 be used to administer the ambassador to education position in 4 accordance with section 256.45 . 5 b. For the fiscal year beginning July 1, 2012 2013 , and 6 ending June 30, 2013 2014 , an amount up to two million four 7 hundred sixty-three thousand five hundred ninety dollars 8 for first-year and second-year beginning teachers, to the 9 department of education for distribution to school districts 10 and area education agencies for purposes of the beginning 11 teacher mentoring and induction programs. Moneys received 19 by a school district or area education agency pursuant to 20 this paragraph shall be expended to provide each mentor with 21 an award of five hundred dollars per semester, at a minimum, 22 for participation in the school district’s or area education 23 agency’s beginning teacher mentoring and induction program; 24 to implement the plan; and to pay any applicable costs of the 25 employer’s share of contributions to federal social security 26 and the Iowa public employees’ retirement system or a pension 27 and annuity retirement system established under chapter 294 , 28 for such amounts paid by the district or area education agency. 29 c. For the fiscal year beginning July 1, 2012 2013 , 30 and ending June 30, 2013 2014 , up to six hundred thousand 31 dollars to the department for purposes of implementing the 32 professional development program requirements of section 284.6 , 33 assistance in developing model evidence for teacher quality 34 committees established pursuant to section 284.4, subsection 35 -18- LSB 1003HV (3) 85 kh/tm 18/ 37

As a condition of receiving moneys appropriated in 5 this subsection, each early childhood Iowa area board shall 6 report to the early childhood Iowa state board progress on 7 each of the local indicators approved by the area board. Each 8 early childhood Iowa area board must also submit an annual 9 budget for the area’s comprehensive school ready children 10 grant developed for providing services for children from birth 11 through five years of age, and provide other information 12 specified by the early childhood Iowa state board, including 13 budget amendments as needed. The early childhood Iowa state 14 board shall establish a submission deadline for the annual 15 budget and any budget amendments that allow a reasonable period 16 of time for preparation by the early childhood Iowa area boards 17 and for review and approval or request for modification of 18 the materials by the early childhood Iowa state board. In 19 addition, each early childhood Iowa area board must continue to 20 comply with reporting provisions and other requirements adopted 21 by the early childhood Iowa state board in implementing section 22 256I.9. 23 c. Of the amount appropriated in this subsection for 24 deposit in the school ready children grants account of the 25 early childhood Iowa fund, $2,318,018 shall be used for efforts 26 to improve the quality of early care, health, and education 27 programs. Moneys allocated pursuant to this paragraph may be 28 used for additional staff and for the reimbursement of staff. 29 The early childhood Iowa state board may reserve a portion 30 of the allocation, not to exceed $88,650, for the technical 31 assistance expenses of the early childhood Iowa state office, 32 including the reimbursement of staff, and shall distribute 33 the remainder to early childhood Iowa areas for local quality 34 improvement efforts through a methodology identified by the 35 -25- LSB 1003HV (3) 85 kh/tm 25/ 37
H.F. 604 early childhood Iowa state board to make the most productive 1 use of the funding, which may include use of the distribution 2 formula, grants, or other means. 3 d. Of the amount appropriated in this subsection for 4 deposit in the school ready children grants account of 5 the early childhood Iowa fund, $825,030 shall be used for 6 support of professional development and training activities 7 for persons working in early care, health, and education by 8 the early childhood Iowa state board in collaboration with 9 the professional development component group of the early 10 childhood Iowa stakeholders alliance maintained pursuant to 11 section 256I.12, subsection 7, paragraph “b”, and the early 12 childhood Iowa area boards. Expenditures shall be limited to 13 professional development and training activities agreed upon by 14 the parties participating in the collaboration. 15 9. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 16 ASSISTANCE 17 a. ENERGY COST-SAVINGS PROJECTS —— FINANCING. For 15 the fiscal year beginning July 1, 2014, and ending June 30, 16 2015, the state board of regents may use notes, bonds, or 17 other evidences of indebtedness issued under section 262.48 to 18 finance projects that will result in energy cost savings in an 19 amount that will cause the state board to recover the cost of 20 the projects within an average of six years. 21 Sec. 19. PRESCRIPTION DRUG COSTS. Notwithstanding section 22 270.7, the department of administrative services shall pay 23 the state school for the deaf and the Iowa braille and sight 24 saving school the moneys collected from the counties during the 25 fiscal year beginning July 1, 2014, for expenses relating to 26 prescription drug costs for students attending the state school 27 for the deaf and the Iowa braille and sight saving school. 28 EXPLANATION 29 This bill appropriates moneys for fiscal years 2013-2014 30 and 2014-2015 from the general fund of the state to the college 31 student aid commission, the department for the blind, the 32 department of education, and the state board of regents and its 33 institutions. 34 DIVISION I —— FY 2013-2014. The bill appropriates to the 35 -35- LSB 1003HV (3) 85 kh/tm 35/ 37
H.F. 604 department for the blind for its administration. 1 The bill includes appropriations to the college student 2 aid commission for general administrative purposes, student 3 aid programs, the loan repayment program for health care 4 professionals, the national guard educational assistance 5 program, the teacher shortage loan forgiveness program, the all 6 Iowa opportunity foster care grant and scholarship programs, 7 the registered nurse and nurse educator loan forgiveness 8 program, the barber and cosmetology arts and sciences tuition 9 grant program, for skilled workforce shortage tuition grants, 10 and for the rural Iowa primary care loan repayment program. 11 The bill modifies the standing appropriations for Iowa 12 tuition grants for students attending nonprofit and for-profit 13 institutions. The bill notwithstands the $2.75 million 14 standing appropriation for the Iowa work-study program and 15 provides that the amount appropriated for fiscal year 2013-2014 16 is zero. 17 The bill appropriates moneys to the department of education 18 for purposes of the department’s general administration, 19 vocational education administration, division of vocational 20 rehabilitation services including independent living and 21 the entrepreneurs with disabilities program and independent 22 living centers, state library for general administration and 23 the enrich Iowa program, library service area system, public 24 broadcasting division, vocational education to secondary 25 schools, school food service, early childhood Iowa fund, 26 expansion of the federal Individuals with Disabilities 27 Education Improvement Act birth through age three services, 28 textbooks for nonpublic school pupils, the core curriculum and 29 career information and decision-making system, the student 30 achievement and teacher quality program, jobs for America’s 31 graduates specialists, education reform if HF 215 is enacted, 32 distribution to the midwestern higher education compact to pay 33 Iowa’s member state annual obligation, and community colleges. 34 The bill updates Code provisions that provide for the 35 -36- LSB 1003HV (3) 85 kh/tm 36/ 37
H.F. 604 allocation of the funds appropriated for purposes of the 1 student achievement and teacher quality program. 2 The bill appropriates moneys to the state board of regents 3 for the board office, universities’ general operating budgets; 4 the southwest Iowa graduate studies center; the siouxland 5 interstate metropolitan planning council; the quad-cities 6 graduate studies center; Iowa public radio; the state 7 university of Iowa; Iowa state university of science and 8 technology; the university of northern Iowa; and for the Iowa 9 school for the deaf and the Iowa braille and sight saving 10 school, including tuition and transportation costs for students 11 residing in the schools and licensed classroom teachers. 12 The bill allows the state board of regents to use 13 indebtedness to finance certain projects resulting in energy 14 savings. 15 The bill also requires the department of administrative 16 services to pay the state school for the deaf and the Iowa 17 braille and sight saving school moneys collected from counties 18 for expenses related to prescription drug costs for students 19 attending the schools. 20 DIVISION II —— FY 2014-2015.
