1.
Section
105.3,
Code
2013,
is
amended
by
adding
1
the
following
new
subsection:

SUBSECTION
.
8.
Notwithstanding
section
21.5,
3
subsection
4,
the
office
of
the
citizens’
aide
without
an
order
4
of
the
court
and
only
for
purposes
of
conducting
a
confidential
5
investigation
in
response
to
a
complaint
relating
to
the
board
6
pursuant
to
section
2C.12,
shall
have
access
to
the
minutes
and
7
audio
recording
of
a
closed
session
of
a
meeting
of
the
board.

EXPLANATION

This
bill
provides,
notwithstanding
Code
section
21.5,
10
subsection
4,
relating
to
closed
session
meetings
held
by
11
governmental
bodies,
that
the
minutes
and
audio
recording
of
12
a
closed
session
of
a
meeting
of
the
plumbing
and
mechanical
13
systems
board
shall
be
accessible
to
the
office
of
the
14
citizens’
aide
without
an
order
of
the
court
and
only
for
15
purposes
of
conducting
a
confidential
investigation
in
response
16
to
a
complaint
relating
to
the
board.
