H.F. 436 Section 1. ADDITIONAL REGENTS INSTITUTION OR OUTPOST —— 1 STUDY AND REPORT. 2 1. The board of regents, in consultation with the 3 department of education and other stakeholders, shall conduct a 4 feasibility study regarding the establishment of an additional 5 institution of higher education or a regents outpost to be 6 jointly utilized by existing institutions of higher education, 7 to be governed by the board. The study shall consider how 8 greater geographic balance in access to postsecondary education 9 in this state can best be achieved and how unmet regional needs 10 regarding course offerings in postsecondary education in this 11 state can best be served. 12 2. The board shall submit a report on its findings and 13 recommendations to the general assembly by December 19, 2014. 14 The report shall include recommendations for possible locations 15 for an additional institution of higher education or a regents 16 outpost that would best achieve greater geographic balance in 17 access to postsecondary education in this state. The report 18 shall also include recommendations for course offerings which 19 would best allow an additional institution of higher education 20 or a regents outpost to serve unmet regional needs in this 21 state. 22 EXPLANATION 23 This bill directs the board of regents, in consultation with 24 the department of education and other stakeholders, to conduct 25 a feasibility study regarding establishment of an additional 26 institution of higher education or a regents outpost to be 27 jointly utilized by existing institutions of higher education. 28 The institution or outpost would be governed by the board. 29 The study shall consider how greater geographic balance in 30 access to postsecondary education in Iowa can best be achieved 31 and how unmet regional needs regarding course offerings in 32 postsecondary education in Iowa can best be served. 33 The bill directs the board to report on its findings and 34 recommendations to the general assembly by December 19, 2014. 35 -1- LSB 2405YH (1) 85 je/nh 1/ 2
