H.F. 434 DIVISION I 1 STATE PERCENTS OF GROWTH 2 Section 1. Section 257.8, subsections 1 and 2, Code 2013, 3 are amended to read as follows: 4 1. State percent of growth. The state percent of growth 5 for the budget year beginning July 1, 2010, is two percent. 6 The state percent of growth for the budget year beginning July 7 1, 2012, is two percent. The state percent of growth for the 8 budget year beginning July 1, 2013, is four percent. The state 9 percent of growth for each subsequent budget year shall be 10 established by statute which shall be enacted within thirty 11 days of the submission in the year preceding the base year of 12 the governor’s budget under section 8.21 . The establishment of 13 the state percent of growth for a budget year shall be the only 14 subject matter of the bill which enacts the state percent of 15 growth for a budget year. 16 2. Categorical state percent of growth. The categorical 17 state percent of growth for the budget year beginning July 18 1, 2010, is two percent. The categorical state percent of 19 growth for the budget year beginning July 1, 2012, is two 20 percent. The categorical state percent of growth for the 21 budget year beginning July 1, 2013, is four percent. The 22 categorical state percent of growth for each budget year shall 23 be established by statute which shall be enacted within thirty 24 days of the submission in the year preceding the base year of 25 the governor’s budget under section 8.21 . The establishment 26 of the categorical state percent of growth for a budget year 27 shall be the only subject matter of the bill which enacts the 28 categorical state percent of growth for a budget year. The 29 categorical state percent of growth may include state percents 30 of growth for the teacher salary supplement, the professional 31 development supplement, and the early intervention supplement. 32 Sec. 2. CODE SECTION 257.8 —— IMPLEMENTATION. The 33 requirements of section 257.8, subsections 1 and 2, regarding 34 the subject matter limitations of a bill establishing the state 35 -1- LSB 2040YH (4) 85 md/sc 1/ 4
H.F. 434 percent of growth or the categorical state percent of growth 1 and regarding the enactment of a bill establishing the state 2 percent of growth or the categorical state percent of growth 3 within thirty days of the submission in the year preceding 4 the base year of the governor’s budget do not apply to this 5 division of this Act. 6 Sec. 3. EFFECTIVE UPON ENACTMENT. This division of this 7 Act, being deemed of immediate importance, takes effect upon 8 enactment. 9 Sec. 4. APPLICABILITY. This division of this Act is 10 applicable for computing state aid under the state school 11 foundation program for the school budget year beginning July 12 1, 2013. 13 DIVISION II 14 STEM SUPPLEMENTARY WEIGHTING 15 Sec. 5. Section 257.11, Code 2013, is amended by adding the 16 following new subsection: 17 NEW SUBSECTION . 7A. Science, technology, engineering, and 18 mathematics collaborative initiative. 19 a. In order to provide additional funding to increase 20 student opportunities for participation in programs through the 21 science, technology, engineering, and mathematics collaborative 22 initiative established under section 268.7, a supplementary 23 weighting plan is adopted. 24 b. A supplementary weighting amount per pupil as determined 25 under paragraph “c” shall be assigned to each pupil of a school 26 district participating in a school district program selected by 27 the collaborative initiative. A pupil participating in more 28 than one school district program during a school year selected 29 by the collaborative initiative shall be considered one pupil. 30 c. The department of management shall annually calculate a 31 supplementary weighting amount per pupil for each pupil meeting 32 the requirement of paragraph “b” to generate for each budget 33 year a total amount for all school districts in the state equal 34 to thirty-five million dollars. 35 -2- LSB 2040YH (4) 85 md/sc 2/ 4
H.F. 434 Sec. 6. APPLICABILITY. This division of this Act applies to 1 school budget years beginning on or after July 1, 2014. 2 EXPLANATION 3 This bill relates to school district funding by establishing 4 state percents of growth and by establishing supplementary 5 weighting for certain science, technology, engineering, and 6 mathematics programs. 7 Division I of the bill establishes a state percent of growth 8 of 4 percent for purposes of the state school foundation 9 program for the school budget year beginning July 1, 2013. 10 Division I of the bill establishes a categorical state percent 11 of growth of 4 percent for purposes of the state school 12 foundation program for the school budget year beginning July 13 1, 2013. The categorical state percent of growth includes 14 the teacher salary supplement, the professional development 15 supplement, and the early intervention supplement. Division I 16 of the bill takes effect upon enactment and is applicable for 17 computing state aid under the state school foundation program 18 for the school budget year beginning July 1, 2013. 19 Division I of the bill provides that the requirements of Code 20 section 257.8 regarding the subject matter of a bill and the 21 timing of enactment of a bill establishing the state percent of 22 growth and the categorical state percent of growth do not apply 23 to division I of the bill. 24 Division II establishes a supplementary weighting plan to 25 provide additional funding to increase student opportunities 26 for participation in programs through the science, technology, 27 engineering, and mathematics (STEM) collaborative initiative 28 established under Code section 268.7. Under division II of the 29 bill, a supplementary weighting amount per pupil is assigned 30 to each pupil of a school district participating in a school 31 district program selected by the STEM collaborative initiative. 32 A pupil participating in more than one school district program 33 during a school year selected by the STEM collaborative 34 initiative shall be considered one pupil. 35 -3- LSB 2040YH (4) 85 md/sc 3/ 4
