NEW SECTION . 147A.18 E911 communications 1 —— preliminary cardiopulmonary resuscitation instructions —— 2 training. 3 The department shall coordinate with the E911 program 4 manager appointed pursuant to section 34A.2A to develop a 5 training program to facilitate provision of uniform basic 6 cardiopulmonary resuscitation instructions over the telephone 7 by a person receiving enhanced 911 service calls at a public 8 safety answering point after dispatching the calls to the 9 appropriate public or private safety agency and prior to 10 the arrival of emergency medical services personnel. The 11 department shall develop uniform written instructions which 12 shall be posted at each public safety answering point in this 13 state, and shall determine by rule necessary training for 14 public safety answering point personnel and the method by which 15 that training shall be administered. 16 EXPLANATION 17 This bill directs the Iowa department of public health, 18 in coordination with the E911 program manager, to develop a 19 training program to facilitate provision of uniform basic 20 cardiopulmonary resuscitation instructions over the telephone 21 by a person receiving enhanced 911 service calls at a public 22 safety answering point. The instructions could be delivered 23 after dispatch of calls to the appropriate public or private 24 safety agency and prior to the arrival of emergency medical 25 services personnel.
