amended
to
read
as
follows:

participant
wins

more

a

of
fifty

thereto

games
or
activities
permitted
by
this
section
subsection

time
during
any
period
of
twenty-four
consecutive
hours

that

period.
For
the
purpose
of

paragraph

stake
in

game,

or

2A.
a.
Notwithstanding
any
provision
of
17
this
section
to
the
contrary,
and
except
in
instances
where

because
of
the
location
of
the
game
or
the
circumstances
of
19
the
game
section
99B.3,
99B.5,
99B.6,
99B.7,
99B.7B,
99B.8,
or
20
99B.9,
is
applicable,
an
individual
may
participate
in
gambling
21
specified
in
paragraph
“b”
,
but
only
if
all
of
the
following
22
requirements
are
met:

(1)
The
gambling
is
not
conducted,
either
wholly
or
in
24
part,
on
or
in
any
property
subject
to
chapter
297,
relating
to
25
schoolhouses
and
schoolhouse
sites.
26
(2)
All
participants
in
the
gambling
are
individuals,
and
27
a
participant
shall
not
participate
as
the
agent
of
another
28
person.
29
(3)
The
gambling
shall
be
fair
and
honest,
and
shall
not
be
30
designed,
devised,
or
adapted
to
permit
predetermination
of
the
31
winner,
or
to
prevent
a
participant
from
winning,
and
concealed
32
numbers
or
conversion
charts
shall
not
be
used
to
determine
the
33
winner
of
any
game.

A
person
shall
not
receive
or
have
any
fixed
or

contingent
right
to
receive,
directly
or
indirectly,
any

profit,
remuneration,
or
compensation
from
or
as
a
result
of

the
gambling,
except
any
amount
which
the
person
may
win
as
a

participant
on
the
same
basis
as
the
other
participants.

(5)
A
person
shall
not
participate
in
any
wager,
bet,
or
5
pool
which
relates
to
an
athletic
event
or
contest
and
which
6
is
authorized
or
sponsored
by
one
or
more
schools,
educational
7
institutions,
or
interscholastic
athletic
organizations
if
8
the
person
is
a
coach,
official,
player,
or
contestant
in
the
9
athletic
event
or
contest.

(6)
A
participant
shall
not
win
or
lose
more
than
a
total
of
11
five
hundred
dollars
or
other
consideration
equivalent
thereto
12
in
one
or
more
games
or
activities
permitted
by
this
subsection
13
at
any
time
during
any
period
of
twenty-four
consecutive
14
hours
or
over
that
entire
period.
For
the
purpose
of
this
15
subparagraph,
a
person
wins
the
total
amount
at
stake
in
any
16
game,
wager,
or
bet,
regardless
of
any
amount
that
person
may
17
have
contributed
to
the
amount
at
stake.

(7)
A
participant
shall
not
pay
an
entrance
fee,
cover
19
charge,
or
other
charge
for
the
privilege
of
participating
20
in
gambling,
or
for
the
privilege
of
gaining
access
to
the
21
location
in
which
gambling
occurs.

b.
Games
which
are
permitted
by
paragraph
“a”
are
limited
23
to
any
fantasy
sports
game
that
has
an
outcome
that
reflects
24
the
relative
knowledge
of
the
participants,
or
their
skill
at
25
physical
reaction
or
physical
manipulation,
and
has
an
outcome
26
that
is
determined
predominantly
by
accumulated
statistical
27
results
of
sporting
events.

EXPLANATION
29
This
bill
concerns
gambling
on
fantasy
sports
games
by
30
individuals.
31
Code
section
99B.12,
which
authorizes
gambling
between
32
individuals
under
limited
circumstances,
is
amended
to
33
specifically
authorize
fantasy
sports
games.

The
bill
defines
a
fantasy
sports
game
as
a
game
that
35

has
an
outcome
that
reflects
the
relative
knowledge
of
the

participants
that
is
determined
predominantly
by
accumulated
2
statistical
results
of
sporting
events.
The
bill
makes
the
3
requirements
for
authorized
gambling
between
individuals
4
applicable
to
gambling
on
fantasy
sports
games
except
for
the
5
requirement
that
the
gambling
is
incidental
to
a
bona
fide
6
social
relationship
between
all
participants,
and
the
$50
limit
7
on
wins
or
losses
from
the
game.
Instead,
the
bill
authorizes
8
wins
or
losses
from
a
fantasy
sports
game
of
$500.
